March 27, 2018 <br />Page 3 <br />Attached are both documents. It should be noted that the total amount associated with <br />the Exhibit J 3C is merely an update to include all items proposed with the <br />Cumulative Bond Schedule and not the RCE liability increase associated with, the <br />changes proposed with TR -I 18. The majority of tasks associated with the Cumulative <br />Bond Schedule have been previously approved through the Division 's revisions <br />process or accounted for in the approved Colowyo Exhibit 13A - Reclamation Cost <br />Estimate last updated with Midterm No. 7. The total value of this proposed TR -118 <br />RCE liability increase is $820,776.56 (see attached cost estimate). The Division's cost <br />estimate is consistent with previous cost estimates approved by both the Division and <br />Colowyo. The Division respectfully requests a response from Colowyo with any <br />questions regarding the cost estimate or an acceptance of the Division's estimate. <br />Colowyo: Colowyo has included two versions of the summary sheets/or the TR -118 <br />and Exhibit 13C RCE 's for the Division. These sheets are not intended to become <br />part of the PAP, but rather a clear method to provide the Division with comments on <br />the RCE's. A column was added to the summary task sheets which provides Colowyo <br />comments on TR -108 RCE and the Exhibit 13C RCE. <br />The Division understands that the provided summary sheets for the TR -118 and <br />Exhibit 13C RCE's are not to become part of the Colowyo PAP. After reviewing <br />Colowyo 's summary sheets, the Division and has recalculated an updated Exhibit <br />13C - Cumulative Bond Schedule as well as the reclamation cost estimate (RCE) <br />liability increase associated with the changes proposed with TR -118. Attached are <br />both documents. It should be noted that the total amount associated with the Exhibit l <br />3C is merely an update to include all items proposed with the Cumulative Bond <br />Schedule and not the RCE liability increase associated with the changes proposed <br />with TR -118. The majority of tasks associated with the Cumulative Bond Schedule <br />have been previously approved through the Division's revisions process or accounted <br />for in the approved Colowyo Exhibit 13A- Reclamation Cost Estimate last updated <br />with Midterm No. 7. The total value of this proposed TR -1 18 RCE liability increase <br />is $378, 014.42 (see attached cost estimate). The Division's cost estimate is consistent <br />with previous cost estimates approved by both the Division and Colowyo. The <br />Division respectfully requests a response from Colowyo with any questions regarding <br />the cost estimate or an acceptance of the Division's estimate. <br />Response: Tri-State has reviewed the Division's revised RCE for TR -118, and <br />hereby provides concurrence with the revised RCE. <br />12. With the inclusion of Maps 13C-1, Sheets I and 2, please provide and updated List of <br />Maps for the Colowyo PAP. <br />Response: Colowyo's permit is formatted as such that volumes that include only <br />maps are provided on the List of Maps for those respective volumes.
