productivity. The requirements for establishment of woody plant densities, species diversity, and
seasonal variety are irrelevant to the Irrigated Pasture/Cropland vegetation type and postmining
land use.
Maintenance activities will include the normal monitoring for and repair of excessive rilling or
gullying, weed control and pest control. The rill and gully management and stabilization plan is
detailed in Section 8.0. Weed and pest control management will be conducted as necessary and
in accordance with the plan described in Section 9.0.
During the bond liability, re -plowing or disking and/or inter -seeding of the Irrigated
Pasture/Cropland areas might occur to restore the health of the fields and the status of the plant
growth, which is a normal husbandry practice. The initial use of a green manure crop in the lst
year is also essential since much of the topsoil will be placed from stockpiles that have been in
place for a significant amount of time. See letters in Attachment 2.05.4(2)(e)-2 from NRCS, the
local NRCS specialist, which substantiate these practices.
Management activities will center on proper irrigation water management, fertilization and
grazing or harvest management. Sprinkler irrigation will be accomplished with a center pivot
sprinkler system. Harvesting (mechanical) will be used to remove any significant growth during
the first season. After the first season, depending on the size of the management unit and
availability of additional management units, grazing may be implemented. The grazing plan can
be seen in Section 2.7. Harvesting will continue to be considered as a management option if
grazing is not implemented in any given year. Harvested hay will be removed from the fields as
rapidly as hay quality and weather conditions allow. Inter -seeding of Irrigated Pasture/Cropland
may occur throughout the bond release period, as this is a normal husbandry practice.
Attachment 2.05.4(2)(e)-2 from the NRCS substantiates this practice.
2.6 Fertilization Plan
Fertilizer will be used at the NHN Mine during reclamation based on good, economical land
management practices on irrigated areas. To achieve goals of high management for these areas,
the following fertilization amounts will be applied annually and may be modified at the
landowner's discretion:
Nitrogen: 60 lbs/acre
Phosphorus: 20 lbs/acre
2.7 Grazing Plan
Grazing of the Irrigated Pasture/Cropland will not be considered during the first season in order
to reduce trampling and pulling of the young plants by livestock.
