Operation Plan The Hayden Gulch Loadout is a coal handling facility. There are no coal resource removal operations occurring or anticipated within the permit area. At the time of the December 1992 permit application submittal, HGTI anticipated coal shipment (via rail or truck) commencing as early as June In 1993, permits or permit applications required to operate the loadout facility were transferred from the previous owner (H -G Coal Company) through the applicable regulatory authorities. The coal handling capacity (railcar or truck loadout) remained at. 1.0 million tons per year. The Colorado Division of Minerals and Geology (CDMG, the immediate precursor to CDRMS) approved the permit application and loadout operations plan as Mining and Reclamation Permit C-92-081 on May 22, 1993. The loadout system approved by CDMG under Permit C-92-081 includes the following components: • An existing truck -dump hopper with a 75 -ton bin • An existing 36 -inch reclaim conveyor, housed in a corrugated metal tunnel, which transports coal to an existing crusher, housed in an existing crusher building • An existing 36 -inch conveyor, which is used to elevate the coal from the crusher to the top of a radial stack tube which is used to feed a 50,000 ton stockpile • An existing 36 -inch reclaim conveyor, housed in a concrete reclaim tunnel, elevates the coal from the 50,000 ton stockpile to the existing loadout building (with a 75 -ton loading bin and loading chute) • An existing rail spur and loop, approximately 17,000 feet in total length, connect the coal handling facility to the Union Pacific Railroad mainline track. • An existing haul road (HGLF-HGI) connects that coal handling facility to Routt County Road 53 and provides vehicular access to the site. A second haul road (HGLF-HG2), which will route haul trucks from the loadout building to HGLF-HGl is approved, but has not been constructed. Because no additional operational disturbances were anticipated and planned operational aspects remained consistent with past practices, environmental assessments and operational findings contained in reviews of the previous owner's pen -nit (H -G Coal Company, Pen -nit C-80-003) were directly applicable to HGTI's permit application and future operation of the facility. During HGTI's preparation of this pen -nit application (application date of December 14, 1992), the analysis of affected lands identified additional acres of disturbance associated with the construction and operation of the loadout facility than what was reported in the original pennit by the previous owner.
