PART I <br />Page 5 of 47 <br />Permit No.: C00000213 <br />C. EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS <br />1. Numeric Effluent Limitations and Site-specific monitoring (Outfalls 012, 013, and 016) <br />In order to obtain an indication of the probable compliance or noncompliance with the effluent limitations specified in this Part, <br />the permittee shall monitor all effluent parameters at the frequencies and sample types specified below. Such monitoring will <br />begin immediately and last for the life of the permit unless otherwise noted. The results of such monitoring shall be reported <br />on the Discharge Monitoring Report form (see REPORTING AND RECORDKEEPING section). <br />Self-monitoring sampling by the permittee for compliance with the effluent monitoring requirements specified in this permit, <br />shall be performed at the location(s) noted in the PERMITTED FEATURES section above. <br />a. Oil and Grease Monitoring: For every permitted feature with oil and grease monitoring, in the event an oil sheen or <br />floating oil is observed, a grab sample shall be collected, analyzed, and reported on the appropriate DMR. In addition, <br />the permittee shall take immediate action to mitigate the discharge of oil and grease. A description of the action(s) <br />taken must be included with the DMR. <br />b. Salinity Parameters: The permittee shall monitor the wastewater effluent, to obtain an indication of the quantity of <br />Salinity, measured as total dissolved solids (TDS), being discharged from the site. Self-monitoring samples taken in <br />compliance with the monitoring requirements specified above shall be taken at those locations listed in PERMITTED <br />FEATURES section above. <br />c. Alternate Limitation Burden of Proof Reauirements: In conformance with 40 CFR 434.63, the permittee has the burden <br />of proof when requesting relief from total suspended solids (TSS), total iron and/or settleable solids limitations, as <br />appropriate. <br />For rainfall, to waive TSS and total iron limitations, the permittee must prove that the discharge occurred during the <br />precipitation event, or within 48 hours after precipitation less than or equal to the 10 -year, 24-hour precipitation event <br />has stopped. In addition, to waive settleable solids limitations, the permittee must prove that the discharge occurred <br />during the precipitation event, or within 48 hours after precipitation greater than the 10 -year, 24-hour event has <br />stopped. <br />For snowmelt, to waive TSS and total iron limitations, the permittee must prove that the discharge occurred during <br />pond inflow from the snow melt event, or within 48 hours after pond inflow volume less than or equal to the 10 -year, <br />24-hour event has stopped. In addition, to waive settleable solids limitations, the permittee must prove that the <br />discharge occurred during pond inflow from the snow melt event, or within 48 hours after pond inflow volume greater <br />than the 10 -year, 24-hour event has stopped. <br />The permittee must submit documentation that the treatment facilities were properly operated and maintained prior <br />to and during the storm event with any request for relief. The Division shall determine the adequacy of proof. All <br />manual pond dewatering must meet TSS and total iron limitations. <br />All data/documentation required by the permit which cannot be reported on applicable discharge monitoring report <br />forms (DMRs) shall be reported in a letter as an attachment to the DMR. Submittal of documentation of containment, <br />maintenance and precipitation records above does not exempt the permittee from the notification requirements of <br />this permit (see NOTIFICATION REQUIREMENTS). <br />The following Limitations, Monitoring Frequencies and Sample Types apply to the outfalls identified in this Part: <br />
