Dear Mr. Wein:
The DMRS' letter dated March 6, 2018 transmitted its second adequacy review for the Bowie
No. 1 Mine's permit renewal. On behalf of Bowie Resources LLC, following are its responses to
the DRMS' comments and concerns.
Rule 2.05.4 - Reclamation Plan:
7. DRMS - The reclamation plan in Volume 7, for the Paonia Loadout, requires additional
information relating to the sequence of reclamation activities to occur at the site.
Please provide a narrative in section 2.05.4 detailing the process of reclamation
activities to achieve the post mining land use of cropland. Include the sequence of
events involving the reclamation of the structures, pads, roads and ponds that will be
removed prior to backfilling and grading. Please include details about if demolished
materials will be removed from the site and if concrete pads will be crushed and
buried or left in place and buried.

10. DRMS - The Division received a letter from Steven K. Harper on November 29, 2017
regarding the Farmers ditch culvert, the email was forwarded to BRL on January 10,
2018. In the email from Mr. Harper, he stated; "The Company's position was that they
did not consent to a perpetual culvert in their ditch; their consent in 1977 was only for
the period consistent with mining activity.. . " How will the culvert be able to remain in
place as stated on p. 2.05-14? Please include a narrative in section 2.05.4 detailing
how the area around arfd on top of the Farmers Ditch Culvert will be backfilled and
graded if the statement on p. 2.05-14 is correct.
