Transit Mix Concrete Co. <br /> EXHIBIT L -Reclamation Costs (Rule 6.4.12) <br /> 14) Table L-2, Phase III Revegetation Areas by Affected Lands Type, shows a total of 139.51 <br /> acres will be revegetated. This amount is consistent with the acreage given in the Exhibit L, <br /> revegetation summary, but is inconsistent with Table E-2, which shows a total of 195.82 acres <br /> will be revegetated. Please make the necessary corrections to Table E-2 and/or Table L-2 so that <br /> they are consistent. <br /> Response: Transit Mix has provided the reclamation bond estimate for mining through Phase 3, <br /> and Transit Mix commits to updating the reclamation bond calculations prior to starting Phase 4. <br /> The disturbance through Phase 3 is limited to 159.92 acres; therefore, the reclamation costs have <br /> been calculated using this area. The conditions at the end of Phase 3 are different from those at <br /> the end of the quarry operation(Phase 6) and the total reclamation area and the acreages <br /> associated with each revegetation type will also be different. The areas in Table L-2 are correct <br /> for Phase 3, and Table E-2 has been updated with the Phase 6 reclamation areas. <br /> 15) In the revised Exhibit L, revegetation summary, a Vegetation Index was added to clarify <br /> species types. However, the species identified as "WS"under the Mountain Shrubland Access <br /> Road and Fines Slopes category is not included in the Vegetation Index. Please add this species <br /> to the index. Additionally, please add the grass seed mixture (from Exhibit E) to this exhibit so <br /> that all information required to calculate the bond is available in Exhibit L. Furthermore, please <br /> ensure all revegetation species proposed in Exhibit E are accounted for in Exhibit L. <br /> Response: The revegetation summary in Exhibit L has been updated. The seed mixes match <br /> those listed in the tables found in Exhibit E. The seed mixes (stems/acre mix) has been included <br /> at the bottom of the revegetation summary calculations. The reference to species WS has been <br /> removed as it was a typo and the seed mixes correlate with the tables found in Exhibit E. <br /> EXHIBIT S - Permanent Man-Made Structures (Rule 6.4.19) <br /> 16) In this exhibit, the Applicant lists three distribution lines owned by Colorado Springs <br /> Utilities: one on the west side of Highway 115, one to Fort Carson, and one on the Hitch Rack <br /> Ranch property. However,the Division was unable to locate the distribution line on the Hitch <br /> Rack Ranch property on the revised Figure C-2. Please ensure the distribution line is shown on <br /> Figure C-2, and the owner of the structure is identified. <br /> Response: Figure C-2 has been revised to more accurately present the locations of the various <br /> structures near the proposed intersection of the access road and Highway 115. There is a single <br /> distribution line owned by Colorado Springs Utilities within 200 feet of the affected lands <br /> boundary. Most this distribution line is on the west side of Highway 115, and parts of the <br /> distribution line extend onto Fort Carson or onto Hitch Rack Ranch property. <br /> 17) In this exhibit, the Applicant lists State Highway 115 and a fence along State Highway 115 <br /> owned by the Colorado Board of Land Commissioners (State of Colorado). However, the <br /> Division was unable to locate the fence on the revised Figure C-2.
