The mining
procedures used in Phases I - V will be consistent with those described above in the Mining
Method and Earthmoving section of this Application. Phase VI will include the removal of all
facilities. The reclamation schedule will be expedited as the mining operation permits.
Reclamation activities will start as soon as the access road is completed, and for the pit area,
reclamation activities will start once mining begins in Phase II as shown in Figure C-5. Prior to
beginning reclamation, the affected lands boundary will be GPS surveyed and staked to delineate
the work area. This process will ensure the protection of areas located outside the affected land
boundary from damage. Reclamation and mining will progress contemporaneously in accordance
with the reclamation plan described in Exhibit E.
The reclamation of mining areas will begin during Phase II, as shown in Figure C-5. This allows
for direct haulage and placement of overburden/fines as a component of the re-grading /
reclamation of these areas. The lower portion (below elevation 7,250) of F1 fines and overburden
storage area will be regraded and reclaimed during Phase III, after this area achieves its full
capacity as shown in Figure C-6. The fines and overburden will be placed as backfill in areas F2
and F3, beginning with F2 as illustrated in Figure C-6 then the F3 backfill area in the horseshoe
area. When F2 and F3 reach their designed capacities, these areas will be regraded and
reclaimed during Phase VI as depicted in Figure C-9. After mining is finished, final reclamation
will be completed as shown in Figure F-1. Table D-7 summarizes the mining and reclamation
schedules of all development phases. The mining schedule is based upon annual production of
1.5 to 2 million tons per year. The development mining schedule may accelerate if maximum
volumes are attained earlier.
Hitch Rack Ranch Quarry Permit Application
March 20,2018 D-17
