o Transit Mix Concrete Co.
Impoundments
Runoff from affected lands will flow through sediment basins to remove sediment before the water
is discharged to Little Turkey Creek. These sediment basins have been designed to detain runoff
following the El Paso County Drainage Criteria Manual. Outlet works connect the sediment basins
to Little Turkey Creek, and these outlets will have orifice plates to limit peak flows from the
sediment basins and to increase residence times allowing suspended sediment to be removed
from the discharge water. The sediment basins will be filled with fines material, topsoiled and
revegetated for reclamation. Additional details on site impoundments are available in Exhibit G.
Groundwater
Transit Mix completed seven multi-level groundwater monitoring installations in Section 16 to
assess groundwater conditions in the Quarry area and better understand and minimize any
immediate or future impacts to the prevailing hydrology at the site. Additional details on
groundwater prepared by Hydro-Logic Solutions, Inc. are available in Exhibit G, as Attachment
G-2.
As further described below in Exhibit G, Transit Mix has consulted with the Colorado Department
of Natural Resources, Division of Water Resources regarding permitting and mitigation of impacts
to groundwater at the proposed site. Data from recent multi-level groundwater monitoring
installations indicate that planned mining operations will intercept only a de minimis amount of
groundwater relative to the prevailing hydrology at the site. Such water will be re-directed back to
Little Turkey Creek with minimal evaporative losses using temporary sediment basins, which will
minimize even such de minimis impacts to the hydrologic balance. Transit Mix has submitted to
the Colorado Division of Water Resources (DWR) a Form No. GWS-27 application for a Gravel
Pit Well Permit to permit the intercepted groundwater. This permit requires conveying waters to
the nearby stream or groundwater system and no beneficial use is allowed. Bishop-Brogden
Associates (BBA) on behalf of Transit Mix submitted a Substitute Water Supply Plan (SWSP) to
DWR and demonstrated that since there will be no depletions associated with mining at the
Quarry, there is no need for a SWSP.
(d) Size of area(s) to be worked on at any one time
The acreage of affected areas for each phase can be found in Table D-6. Phase I includes the
development of the roads, stockpile areas, the Phase I mining area, and plant area. Disturbances
along the access road will be reclaimed in Phase I, and contemporaneous reclamation will begin
in Phase II; the areas listed in Table D-6 are the total newly affected areas associated with each
phase. Therefore, the actual affected area at any time will never reach the total permit area of
398.88 acres.
Hitch Rack Ranch Quarry Permit Application
March 20,2018 D-16
