Transit Mix Concrete Co. <br /> Overview <br /> The Applicant, Transit Mix Concrete Co. (Transit Mix), proposes this mining plan (Plan) to <br /> accomplish two objectives. First, to develop this greenfield project in order to safely excavate the <br /> aggregate quality granite and diabase material at Hitch Rack Ranch Quarry (Quarry). A site <br /> location map with existing topography is shown in Figure C-1. Second, Transit Mix will to fully <br /> reclaim the Quarry to fulfill its obligations under state statute and the rules of the Mined Land <br /> Reclamation Board. The reclamation plan includes a post mining land use of wildlife habitat, and <br /> the Quarry was designed to enhance the safety of and to protect wildlife, including minimizing <br /> interference with wildlife migration corridors. Ridgelines for east-west migration corridors will <br /> remain intact on both sides of Little Turkey Creek. The entire valley north of Little Turkey Creek <br /> will remain undisturbed, and the shrubs in this area provide important winter grazing habitat for <br /> indicator species such as elk. The reclamation plan is discussed in Exhibit E. <br /> The priority in developing this project is safety. This means safety in the short term for the workers <br /> performing the mining and reclamation and safety in the long term for the surrounding community <br /> during and after work is completed. Transit Mix plans to develop and reclaim the site in a way <br /> that reduces the visual impact of the Quarry to the nearby residents and the community at large. <br /> However, this will not take a priority over safety. Figure C-2 shows all immediately adjoining <br /> surface owners of record. <br /> Transit Mix intends to mine granite and diabase from the Quarry, and crush the rock to the <br /> saleable product using an onsite plant, which will be located within the Quarry area. The final <br /> saleable product would be hauled from the Quarry plant site in highway trailers and go to the <br /> nearby market. <br /> The planned Quarry development has been designed to avoid any interference with Little Turkey <br /> Creek and Little Turkey Creek Road. The operational and final development elevations will <br /> remain a minimum of ten feet above the level of Little Turkey Creek and a buffer of 100 feet from <br /> Little Turkey Creek will be maintained throughout the mining operation of the Quarry. The Quarry <br /> operation will remain south of both Little Turkey Creek and Little Turkey Creek Road. Little Turkey <br /> Creek Road will not be crossed by any Quarry infrastructure or modified in any way. The road will <br /> only be used by light duty pickup trucks to access surface water and groundwater monitoring <br /> locations and to secure the road during blasting operations. Similarly, Little Turkey Creek will <br /> only be crossed by the access road near the intersection with Highway 115. Culverts associated <br /> with the site water management system will discharge at the edge of Little Turkey Creek, but they <br /> will not cross the creek. <br /> At the start of mining, granite and diabase will be removed from the Quarry plant area, and <br /> possible access road cuts. Mining in the Quarry area will progress southeast to the Quarry limits, <br /> and then the north facing areas will be reclaimed.
