Therefore, the transit loss on the Aurora lease <br /> water deliveries is projected to be 12.5% during the irrigation season and 6.25% during the non- <br /> irrigation season. The lease delivery schedule is shown in Table 3, column 2, and the associated <br /> transit loss is shown in column 3. <br /> OPERATION OF PLAN <br /> In March 2017, RMCC received approval from the Colorado Division of Reclamation, Mining, <br /> and Safety to combine the Morton and Holton Lakes mine permits under Permit No. M-2008- <br /> 082, AMO1. RMCC has posted an irrevocable letter of credit for $4,150,000 with the Division <br /> of Reclamation and Mining Safety to secure the required reclamation of the combined Morton <br /> and Holton Lakes Mine Site. <br /> Table 3 gives the projected monthly depletions and replacement supplies. As shown in column <br /> 4, the SWSP operations proposed herein are projected to result in a surplus of 9.6 ac-ft to the <br /> river. The City of Aurora lease water will provide the replacement supplies to cover the projected <br /> mining depletions, as shown in Table 3, column 2. The maximum projected transit loss <br /> associated with the City of Aurora lease water is shown in Table 3, column 3. Actual transit loss <br /> will be assessed based upon the District 2 transit loss rate and the actual location of the City of <br /> Aurora lease water deliveries. Based upon the conservative assumptions presented herein, the <br /> operation of this SWSP will likely result in a net surplus to the river every month. <br /> Individual well permits have already been obtained for Stages 1, 2, 3, 6A, 613, 3 and 4 within the <br /> Morton-Holton Lakes Mine. RMCC is concurrently submitting a well permit application to <br /> conjoin mine areas located west of the South Platte River; Permit 80046-F for Stage 3 and Permit <br /> 811558-F for Stage 4 will be maintained, while Permits 80045-F, 80374-F and 80826-F will be <br /> conjoined in a new permit that will include additional mine areas (i.e., Stages 5, 6C, 6D, 6E, and <br /> 7). The well permit application will request that the surface areas of all of the stages on the west <br /> side of the river be allowed to vary by mining stage boundary so long as all evaporative <br /> depletions and fill volumes are replaced under a valid SWSP or permanent augmentation plan. <br /> The purpose of the well permit application is to hopefully limit the necessity of obtaining a new <br /> well permit for each individual stage or anytime the surface area in a stage changes. We are not <br /> requesting that Stages 3 and 4 be included in that well permit application because Stage 3 will be <br /> completely backfilled in the near future and Stage 4 is lined and not expected to store any <br /> additional water above its currently permitted surface area of 1 acre. <br /> To prevent injury to other vested water rights, RMCC proposes to operate the SWSP for the <br /> Morton-Holton Lakes Mine from March 1, 2018 through December 31, 2018 under the <br /> following terms and conditions: <br /> � I <br />
