This reservoir is located
in the 5112 of Section 12, Township 5 North, Range 65 West of the 6 P.M., and was originally a part of the
Nissen Pit (DRMS M2003-001). The reservoir was previously tested and approved on April 27, 2007 as
meeting the design standard. The slurry wall of the reservoir was washed out on the north side of the
reservoir when the South Platte River flooded in September 2013. Repair work to the slurry wall liner after
the flooding in 2013 was performed during 2014. The repair section was excavated and repaired with
bentonite clayey soils compacted in-place. The purpose of this test was to analyze the liner repair and
re-verify the previously approved liner once again met the design or performance standard. The test
duration was modified to 64-days. The liner test commenced November 14, 2014 and concluded on
January 16, 2015. A site inspection was performed by our office on December 4, 2014 to review site
conditions and preliminary leak test data.
Your report dated February 27, 2015 provides the liner summary and the 64-day leak test result. The test
data provided indicates that after the repair the reservoir has been lined to the performance standard
referenced in the August 1999 State Engineer Guidelines for Lining Criteria for Gravel Pits (1999 SEO
Guidelines). Meeting the performance standard requires that during reservoir operations all water
inflows and outflows for the liner perimeter enclosed area be accounted for on a weekly basis.
With this liner approval, the Nissen Storage Reservoir is once again classified as a lined reservoir in
accordance with the 1999 SEO Guidelines. Water shall not be impounded in the reservoir except pursuant
to lawful diversions allowed by statute or decree. At all other times, all inflow of water into the reservoir
from any source, including precipitation and ground water inflows shall be removed to prevent illegal
storage of water. Prior to ANY use of this site, the owner or operator will need to coordinate with William
Schneider, District 2 Water Commissioner, to review operations, measurement structures, and accounting.
Please contact me at the number below if you have any questions.
coy,
't►4
loana Comaniciu, P.E.
Water Resource Engineer
ec: William Schneider, District 2 Water Commissioner (William.Schneider@state.co.us)
Louis Flink, Diversion Records Coordinator (Louis.Flink@state.co.us)
WDID Fite (0203928)
1313 Sherman Street, Room 821, Denver, CO 80203 P 301866.3581 F 303.866.3585 www.water.state.co.us
r
