i 1J <br /> Transit Mix Concrete Co. <br /> Response: Transit Mix will offer pre-blast surveys to all neighbors with a structure located within %mile <br /> of the permit boundary. This is mentioned in the text of the pre-blast survey document. The example <br /> letter attached to the document does mention a%2 mile radius; however,this letter was included as an <br /> example and will be revised to be specific to each structure owner. The Pre-Blast Survey in Exhibit D has <br /> been revised and resubmitted to the Division. The OSMRE regulations require pre-blast surveys within <br /> %2 mile of an operation, but Transit Mix has voluntarily increased the radius by 50%. <br /> Objection: There are inconsistencies between the text and tables on what species of vegetation will be <br /> planted. <br /> Response: The text includes descriptions of habitat for elk and wild turkeys, and these descriptions list <br /> various species of plants that these animals eat. The vegetation plant lists include many, but not all of <br /> the species listed in the habitat descriptions, because many species are either not available as plants or <br /> seeds or do not transplant successfully. <br /> Objection: There are inconsistencies between the text and figures in the length of time it will take to <br /> drain the sediment detention basins. <br /> Response: The sediment detention basins must dewater runoff from the 5-year storm or less within 72 <br /> hours and runoff from storms greater than the 5-year storm within 120 hours according to DWR <br /> guidelines. The text in Exhibit G and Figure G-15 have been revised to clarify these requirements. <br /> Objection: The planned operation would be contrary to Colorado easement law. <br /> Response: Comments related to the easement on Little Turkey Creek Road are addressed in the <br /> responses to other objections. The planned operation is not contrary to easement law. <br /> Objection: The objector claims that Little Turkey Creek Road may be damaged by the quarry operation <br /> by fly rock, increase flooding, or premature rock falls caused by blasting. The storm water management <br /> structures have been designed with total disregard for the location of Little Turkey Creek Road and are <br /> not on the maps. <br /> Response: The engineering analysis included in Exhibit S of the permit application specifically discusses <br /> these potential impacts to Little Turkey Creek Road and demonstrates that the road will not be damaged <br /> by the quarry operation. <br /> The removal of vegetation, soil, and overburden will increase runoff volumes and rates in the quarry <br /> area; however,water will be discharged into Little Turkey Creek via the sediment detention basins at <br /> rates equal to or less than the existing runoff rates due to the 72-hr or 120-hr detention time allowed by <br /> DWR. The discharge pipes from the sediment detention ponds are clearly shown on the maps in Figure <br /> G, and they are included as a separate symbol on the maps and in the legend to highlight the fact that <br /> they are included on the maps. These pipes have been located specifically to avoid crossing Little Turkey <br /> Creek Road. Outlet pipe P-Plant-1-CC-1 has been angled to the southeast and extended so that it <br /> discharges to the creek without crossing the road. <br /> Hitch Rack Ranch Quarry Response to Comments <br /> March 9,2018 18 <br />
