Transit Mix Concrete Co. <br /> Response: This offset was established by Transit Mix and is not a requirement by any rule or regulation. <br /> Regardless,the offset line has been added to the Exhibit C maps. <br /> Objection: Figure C-2 contains numerous omissions and inaccuracies: <br /> • The map shows two roads for along Little Turkey Creek Road and there are not two roads. <br /> • Several segments of permit boundary line are missing on the northern boundary. <br /> • A segment of the affected boundary line is missing on the northern boundary. <br /> • There are numerous errors in the locations where the road crosses the creek. <br /> • The four culverts marked as owned by RMBC Group were installed by the Eagles Nest Association. <br /> • The location and ownership of the gate on the east side of the Section 16 are incorrect. <br /> • Two other existing gates are not included in the figure. <br /> • The locations and ownership of fences are not included in the figure. <br /> • There is an inconsistency in the monitoring well locations between Figure C-2 and Figure 1-1 of the <br /> Groundwater Monitoring Plan. <br /> • The locations of the Schluckebier Headgate and Ditch are totally inaccurate. <br /> • Other water retention and diversion structures in Section 16 are omitted from the figure (dams, <br /> pipelines, and ditches). <br /> Response: Figure C-2 has been revised to address these comments. The permit and affected land <br /> boundaries often overlap with other site features, particularly Little Turkey Creek and Little Turkey Creek <br /> Road. The widths and presentation order of these lines have been adjusted so they are included on the <br /> maps. The maps(originally submitted and included with this submittal) included the proper locations of <br /> Little Turkey Creek Road, Little Turkey Creek, and the crossings;Transit Mix had these features surveyed <br /> to accurately map their locations. The Eagles Nest Association has the right to access and maintain Little <br /> Turkey Creek Road; however,the road and associated structures(i.e. culverts) are real property owned <br /> by RMBC Group. Transit Mix mapped the locations of the water resources on the Hitch Rack Ranch, and <br /> these mapped locations are shown on Figure C-2. It is important to note that many of the fences,gates, <br /> and water structures are currently in a state of disrepair and may not qualify as structures under the <br /> definition provided in the Rules; however, RMBC Group is working to repair some of these structures to <br /> improve their function. There are the remnants of a dam in Section 16; however,this is not a structure <br /> as no one has an economic interest in it,there are no water rights associated with it, and it cannot be <br /> rebuilt. Figure 1-1 of the Monitoring Plan in Exhibit G showed the correct well locations. <br /> Objection: The objector claims that the errors and inaccuracies in Figure C-2 raise concerns about the <br /> entire application. <br /> Response: As discussed above, Figure C-2 does not contain a large number of errors, inaccuracies,and <br /> omissions. Transit Mix maintains that the permit application contains correct information; however, <br /> should any errors or omissions be detected,these will be addressed by the Division during the <br /> permitting process or as a technical revision. <br /> Objection: There are inconsistencies in the proposed radius of the pre-blast survey. <br /> Hitch Rack Ranch Quarry Response to Comments <br /> March 9,2018 17 <br />
