1' n
' o Transit Mix Concrete Co.
area given in the far-right column (36.17 acres + 16.50 acres + 20.41 acres + 12.35 acres +
37.22 acres + 3.00 acres + 13.98 acres + 32.64 acres = 172.27 acres and not 159.92 acres).
Please explain this discrepancy and correct any errors if needed.
Response: The "Total Mining Area" includes the 12.35 acres for the "Plant" area, and this
area matches the discrepancy mentioned in the comment. Therefore (36.17 + 16.50 + 20.41
+ 12.35 + 37.22 + 3.00 + 13.98 + 32.64) — 12.35 = 159.92 Table L-1 has been revised to
more clearly present the areas.
90) On page L-4, Table L-2, areas that will be revegetated to Mixed Conifer include Highwall
Benches, Highwall Slopes, Fines Stockpile, and Mining Related Area. Figure F-1 shows
portions of the F2 backfill area and pit floor will be reclaimed to Mixed Conifer. Is acreage
for these areas included in the Mining Related Area category on Table L-2? Please explain
this discrepancy and make any necessary corrections to Figure F-1 and/or Table L-2 so
they are consistent.
Response: The table (L-2) has been corrected to remove all highwall slope acreage from
the reclamation areas calculations; the areas are still listed to show the disturbance areas.
Figure L-3 shows the north facing slope of F2 backfill area being reclaimed to Mixed
Conifer and the east facing slopes being reclaimed as Mountain Shrubland. The top areas
(minus the drainage channel) of F2 backfill area are reclaimed to Grasslands and the
drainage channel is Riparian. None of the pit floor is planned to be reclaimed as Mixed
Conifer. The revegetation communities for Exhibit L are the same as those discussed in
Exhibit E, and the locations of these communities at Phase III of the mining operation are
shown on Figure L-3. Figure L-3 is based on Figures F-1 and F-2 and is consistent with
Tables L-1 and L-2. It should be noted that the highwall slopes are hatched in Figure F-1,
however as mentioned (and updated in the tables) the highwall slopes will not be
revegetated.
91) On page L-4, Table L-2, areas that will be revegetated to Mountain Shrubland include
Highwall Benches, Highwall Slopes, and Roads. Firstly, please clarify whether highwall
slopes will be revegetated. Secondly, Figure F-1 shows areas reclaimed to Mountain
Shrubland across the pit floor and F2 backfill area. Therefore, please explain this
discrepancy and make any necessary corrections to Figure F-1 and/or Table L-2 so they are
consistent.
Response: The highwall slopes will remain as rock outcroppings and will not be
revegetated, and Table L-2 has been updated accordingly. The Mountain Shrubland areas
on Figure F-1 are all south- or east-facing slopes. Flat areas on the pit floor are seeded with
grassland vegetation, with the exception of the riparian corridor along the drainage channel.
The revegetation communities for Exhibit L are the same as those discussed in Exhibit E,
and the locations of these communities at Phase III of the mining operation are shown on
Figure L-3. Table L-2 has been updated with the acreages in Figure L-3.
92) On page L-4, Table L-2, areas that will be reclaimed to Grassland include Pit
Floor/Stockpile Tops, Plant, Roads, and Topsoil Stockpile. In Exhibit E (on page E-8), the
Hitch Rack Ranch Quarry(M-2017-049)
Response to Comments—March 9,2018
