n
o Transit Mix Concrete Co.
Response: In general, no disturbance is planned for areas included in "Mining Related
Area". This area includes the 50-foot buffer around all disturbance areas, which Transit
Mix expects to leave undisturbed. This area also includes sediment detention basins along
the access road and near fines stockpile F 1 as shown on the Exhibit G maps. To be extra
conservative for the reclamation cost estimate, Transit Mix has assumed for this assessment
that these areas have been disturbed.
85) On Page L-4, Table L-1, please explain why acreage for the Plant Area was differentiated
from acreage for the Pit Floor/Stockpile Tops, as the plant area is located on the pit floor.
Will these areas be reclaimed differently?
Response: Plant area has been differentiated from the Pit Floor/Stockpile Tops as there
will be additional activities occurring in this area; demolition of facilities, tearing/ripping
up concrete, and removal other structures. Table L-1 has been revised to separate the Plant
Area with the Pit Floor area.
86) On page L-4, Table L-1, please clarify which topsoil stockpiles are included in the 3.00
acres for Topsoil Stockpile. Does this acreage include TS 1, TS2, and TS4? Are the topsoil
windrow areas adjacent to the access road included in the Topsoil Stockpile acreage or the
Roads acreage?
Response: The 3.00 acres of topsoil stockpiles in Table L-1 include the acreage for TS1,
TS2, TS4. The topsoil windrow areas are included in the roads acreage.
87) On page L-4, Table L-1, please clarify which fines stockpiles are included in the 13.98
acres for Fines Stockpile. Does this acreage include F1, F2 and F3 fines/overburden
backfill areas? Or does this acreage only include the F1 stockpile area, with acreages for F2
and F3 areas included in the Pit Floor/Stockpile Tops category?
Response: The 13.98 acres only includes the F 1 stockpile area. The acreages for F2 and F3
areas are included in the Pit Floor/Stockpile Tops acreage.
88) On page L-4, Table L-1, please clarify which roads are included in the 37.22 acres for
Roads. Does this acreage account for the access road and any roads in the quarry area that
will be reclaimed? Will the haul road along the southern highwall shown on Figure C-6 be
reclaimed?
Response: The area for"Roads" in Table L-1 includes all disturbances associated with the
access road, even those areas that will be reclaimed in Phase I. The 37.22 acres for Roads
is for the access road, it does not include any highwall ramps, ramps leading to stockpiles,
or in-pit ramps. These roads will be left in place and are included in the "Highwall Slope"
or "Highwall Bench" areas. However, backfill material will be placed along the lower
portion (refer to Figures F-1 and F-2) and the haul road will be reclaimed with Mixed
Conifer(refer to Figure L-3).
89) On page L-4, Table L-1, the acreages given under each column do not add up to the total
Hitch Rack Ranch Quarry(M-2017-049)
Response to Comments—March 9,2018
