8.0 SUMMARY AND MANAGEMENT RECOMMENDATIONS <br />The National Historic Preservation Act of 1966 (NHPA) directs the BLM to ensure that <br />BLM-initiated or authorized actions do not inadvertently disturb or destroy significant cultural <br />resource values. Significance is a quality of cultural resource properties that qualifies them for <br />inclusion in the NRNP. The statements of significance included in this report are field <br />assessments to support recommendations to the BLM and State Historic Preservation Officer <br />(SHPO). The final determination of site significance is made by the controlling agencies in <br />consultation with the SHPO and the Keeper of the Register. The eligibility determination and <br />consultation process is guided by Section 106 of the NHPA (36 CFR 60, 63, and 800). <br />Evaluative testing for six sites (5MF319, 5MF7691, 5MF7692, 5MF7727, 5MF7794 <br />and 5MF7795) was conducted between August and October of 2015. A broadly inclusive <br />testing of the sites variously included auger, small shovel pit, grid and trench testing. At <br />5MF319, 5MF7691, and 5MF7692, metal detectors were used. As a result, none of these sites <br />produced additional significant information concerning the prehistory or history of the area and <br />are field reevaluated as not eligible for listing on the National Register of Historic Places. No <br />further work is recommended for these sites. Importantly, the two open architectural sites <br />(5MF7691 and 5MF7692) produced no additional information concerning chronometric <br />association. Clearly, their characteristics suggest possible creation and use by historic tribal <br />entities, but of the two only 5MF7962 produced — during the initial survey — artifacts in the <br />form of rifle cartridges that dated in the 1880-1900 time period. After the testing phase, which <br />included extensive metal detection, no additional early historic artifacts were encountered. <br />The evaluative testing for these sites was part of the process to make final <br />determinations of eligibility. Excavations involved a broad sampling of the site areas and <br />resulted in an assessment that the cultural deposits were either non-existent, sparse, or deflated <br />and mixed. Neither diagnostic artifacts, nor radiocarbon data were obtained during the site <br />testing of the six sites, and it is apparent that no additional significant information is present. <br />Accordingly, all six of the sites are field reevaluated as not eligible for listing on the National <br />Register of Historic Places. <br />38 <br />
