Ms. Tonya Hammond of Snowcap Coal <br />Company accompanied the inspection. The mine is a reclaimed underground mine. Much of the original mine <br />complex has recived final bond release, and subsequent permit boundary reduction. The remaining permit area <br />lies east of the Colorado River and I-70, and north of Rapid Creek. There is no active coal mining occurring on <br />this propoerty. Activities associated with the Roadside Portals is limited to reclamation maintenace, periodic <br />monitoring, and reclamation activities. <br /> <br />The weather was cold and breezy. The area had received a light dusting of snow the previous day. There is no <br />snow pack on the ground, just patchy snow. <br />FISH and WILDLIFE – Rule 4.18: <br /> Two groups of Mule deer were observed at the south end of the permit area. Seven does were just South <br />of the Carey β€œpit” area, while an additional 4 or 5 bucks and does were observed further south. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits <br />4.05.2; Surface Water Monitoring 4.05.13; Stream Buffer Zones 4.05.18: <br /> There are no sediment ponds remaining at the Roadside Portals. Runoff is managed by vegetative cover <br />and permanent ditches. There was no sign of recent runoff events. The site had thin patches of snow throughout. <br />No water was observed flowing within the permitted area. The Colorado River was flowing at low volume but it is <br />outside of the permit area. <br /> <br />ROADS – Rule 4.03 <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br /> The roads through the permit area were dry, free of snow, and in good repair.
