The inspection was <br />conducted by Harry Ranney of the Division of Reclamation, Mining and Safety (the Division). There was no <br />company representaive present for the inspection. The temperature was 43 degrees farenheight and the skys were <br />clear. The ground conditions were dry. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitorin g 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> There are two sediment ponds located at the Terror Creek Loadout: the Dugout Pond and the Sediment <br />Pond (Photo 1). T he Dugout P ond is located on the west end of the permit area. During the inspection the pond <br />was dry. The embankments were well vegetated and stable. There were no indications of erosion. The spillway <br />was clear of debris and capable of functio ning as designed. The Sediment Pond is located at the east end of the <br />permit area. The Sediment Pond was not holding any water at the time of the inspection. The embankments were <br />well vegetated and stable. There were no erosional features identified. <br /> <br />The diversion ditch around the perimeter of the coal stockpile pad was dry. There were was no evidence of <br />erosion on the ditch’s berms. There are minor rills on the northwest edge of the stockpile pad leading into the <br />perimeter ditch. The rills are n ot significant enough to warrant repair. The ditch was clear of debris and capable <br />of functioning as designed.
