<br /> <br /> <br /> 6 C1981-041 RN7 findings <br /> <br />On November 9, 1984, Powderhorn Coal Company submitted plans for a permit revision to <br />construct two new coal processing waste embankments to be located north (CRDA-2) and west <br />(CRDA-3) of the existing Cameo Refuse Disposal Area (CRDA-1). This revision was approved <br />on March 11, 1985. <br /> <br />In October 1986, Powderhorn Coal Company notified the Division of temporary cessation of <br />operations at the Roadside and Cameo Mines. In early 1987, Peabody Holding Company <br />(Peabody) purchased the inactive Roadside and Cameo Mines. Peabody retained the Powderhorn <br />Coal Company name for the company. On April 20, 1989, Powderhorn Coal Company (PCC) <br />notified the Division of its intent to emerge from temporary cessation status on May 1, 1989. The <br />mine was active from that date, until December, 1999, producing up to 70,000 tons of clean coal <br />per month. Up until November 1994, production was limited to the Roadside South Portal, but at <br />that time the North Portal was reactivated, and coal was produced from both portals until early <br />1997, when all coal production was shifted to the North Portal. Due primarily to coal quality <br />problems, mining ceased on December 2, 1999. By letter of December 13, 1999, the operator <br />notified the Division that cessation of operations would extend beyond 30 days. A subsequent <br />letter received by the Division on March 14, 2000, provided official notice that the cessation of <br />operations was permanent, pursuant to Rule 4.30. Current official status of the operation is <br />“Active”, due to on-going reclamation activity. There are no plans for future coal extraction at the <br />operation. <br /> <br />The original permit has been granted renewal for successive five year permit terms six times, the <br />most recent renewal decision was finalized December 28, 2013, for a permit term extending <br />through January 3, 2018. One permit revision, five technical revisions and three minor revisions <br />were submitted and processed since Midterm Permit Review No. 7 (MT-7) was issued, and three <br />bond liability releases (SL-8, SL-9 and SL-10) have been issued. All previous stipulations and <br />conditions have been terminated or complied with and there are no new stipulations added with <br />Permit Renewal No. 7 (RN-7). <br /> <br />Revisions to the Permit <br /> <br />The following revisions have been submitted since the last midterm review of the Roadside <br />Portals permit application package. The last midterm was conducted July 2, 2015. <br /> <br />Minor Revisions <br /> <br />MR-85: Approved January 10, 2018. This revision corrected the record to remove 0.2 acres of <br />disturbance that had previously received Phase I, II and III bond release, but had inadvertently <br />not been subtracted from the Division’s acreage database. <br /> <br />MR-84: Approved February 10, 2017. This revision provides additional detail regarding lands <br />previously approved for industrial/commercial land use at the Cameo North Portal area. <br /> <br />MR-83: Approved December 28, 2016. This revision provided updates to the permit of officers <br />and directors of Snowcap Coal Company’s parent companies.
