<br /> <br /> <br /> 43 C1981-041 RN7 findings <br />study, SCC proposed a repair plan, in TR-69. The Division approved the plan on <br />January 30, 2017. Two landowners objected to the proposed repair plan, and claimed <br />they felt that the repair plan was not extensive enough. The landowners’ objection <br />was heard by the Colorado Mined Land Reclamation Board (Board) on May 24 and <br />25, 2017. The Board upheld the Division’s decision to approve TR69. One of the <br />landowners filed an appeal of the Board’s decision in Mesa County District Court on <br />June 22, 2017. As of December 2017, this appeal has not been heard in Mesa County <br />District Court. <br /> <br />VI. Use of Explosives <br /> <br />No blasting or explosive use is anticipated for the operation during this permit term. <br /> <br />VII. Disposal of Excess Spoil <br /> <br />The Roadside Portals Mine did not produce excess spoil. Any excess material would have been <br />disposed of on the Coal Refuse Disposal Areas. <br /> <br />VIII. Coal Mine Waste Banks <br /> <br />Information on coal processing waste and coal processing waste embankments can be <br />found in Section 2.05.3(8), Tab13, of Volume 3 of the application. <br /> <br />Three permitted refuse piles, CRDA-1, CRDA-2, and RSRDA, have been constructed to <br />the specifications outlined in Tab 13 text, and in Appendices 13-4, 13,5 and 13-6 of the <br />permit. See Exhibits 4, 5, 9A, 9B, 18, 51, 52, 53 and 55, for further information. <br />Reclamation of the refuse disposal areas is addressed in various sections of Tab 14, Volume <br />5, of the permit application, and reclamation specifications are depicted on Exhibits 6C, <br />9C, 26, and 18. <br /> <br />During mine operations, raw coal was processed at the preparation plant that was locat ed <br />within the Roadside South facilities area, and clean coal was conveyed to a unit train <br />loadout facility on the opposite side of the river, approximately a mile to the north. The <br />reject material was transported by truck to the disposal sites in Coal Canyon (or the RSRDA <br />pile prior to 1981). CRDA-2 has been fully reclaimed, and CRDA-1 has been reclaimed <br />with the exception of a segment of temporary road up the side of the pile that has been left <br />open to allow for disposal of coaly material during the course of reclamation operations. <br />The slopes of the RSRDA have been fully reclaimed and revegetated. The flat top of the <br />pile was approved as an equipment storage area during operations, and has not been <br />revegetated. <br /> <br />Refuse disposal within the Roadside Refuse Disposal Area (RSRDA) was completed in the <br />early 1980's, and the slopes of the pile were temporarily stabilized. The flat top of the <br />RSRDA is a permitted supply storage area. Final reclamation of the slopes of the RSRDA, <br />including installation of approved terrace drains, was completed in the fall of 2002. A <br />stability analysis for the RSRDA is provided in Appendix 13-4. Final grading is discussed
