<br /> <br /> <br /> 32 C1981-041 RN7 findings <br />monitoring of four springs and seeps within the permit area was conducted for 10 <br />years, but was discontinued in 2006, pursuant to TR-50. <br /> <br />Snowcap’s current CPDS permit, effective 2/1/12, only requires that the sediment <br />ponds have a Sediment Control Plan approved by the Colorado Division of <br />Reclamation, Mining and Safety. No other monitoring or limitations are applied. This <br />specification is noted on revised Table 18-1. The operator’s CDPS permit includes <br />one active dewatering point (Outfall 016) and one back-up point (Outfall 002). Mine <br />water discharge volume is measured by flow meter. Water quality of the mine <br />discharge water will be tested annually for parameters listed in Table 18-2. CDPS <br />monitoring parameters and frequencies for mine dewatering sites are listed in Table <br />18-1. Whole effluent toxicity testing was conducted quarterly at these sites until 2005 <br />when, through an amendment process, the CDPHE determined that termination of <br />WET testing at these sites was allowable. Former Site 015 at the 2-West Portals is <br />inactive, and was never used. The 2 West Portals have now been sealed. Discharge <br />Site 001 at the South Portals has been fully reclaimed, and Discharge Site 004 at the <br />North Portals has been inactivated, and the North Portals have been sealed and <br />backfilled. Ponds 1 and 2, Outfalls 009 and 010, have been fully reclaimed and have <br />received Phase I, II and III Bond Release with SL-7 on April 26, 2011. Outfalls 001, <br />004, 009, 010 and 015 are no longer included in operator’s CDPS permit. <br /> <br />Flow volume will be monitored at flume installations on Rapid Creek and Cottonwood <br /> Creek at the following locations; SWGS-02-- located on Cottonwood Creek in <br />the NE 1/4 SE 1/4 Section 12, immediately upstream of No. 3 South Mains, <br />SWGS-03--located on Rapid Creek in the SE ¼ NE ¼ Section 7, and SWGS-01-- <br />positioned on Rapid Creek downstream of the confluence with Cottonwood Creek. <br />Flow at SWGS-02 and SWGS-03 will be recorded bimonthly during low flow (June <br />through November). Flow measurements on SWGS-01 will be collected with <br />continuous flow recorder when the creek is not frozen. <br /> <br />Monitoring of Coal Creek and Jerry Creek was initiated in 1995. In 1999, monitoring <br />requirements were reduced to downstream stations SWGS-06 on Coal Creek and <br />SWGS-08, on Jerry Creek. The ephemeral flow in Coal Canyon will be monitored at <br />the “dip section” culverts located between CRDA-1 and CRDA-2. The intermittent <br />flow of Jerry Creek was measured at a culvert near the Highline Canal, a short distance <br />upstream from the creek's confluence with the Colorado River. Instantaneous flow <br />was measured quarterly at the culverts, for which flow ratings have been provided. <br />Monitoring of Jerry Creek, SWGS-08, was discontinued in September 2011 with the <br />approval of TR-62. <br /> <br />H. Transfer of Wells <br /> <br />Information on the final disposition of monitoring wells and other pertinent data is <br />found in the permit application beginning on page 14-29. All mine openings and wells <br />will be permanently closed using permit specified measures, with the exception of <br />approved permanent dewatering pipes.
