<br /> <br /> <br /> 31 C1981-041 RN7 findings <br />The Roadside Mines are required to submit to the Division an Annual Hydrologic <br />Report that provides information on the water quantity and quality for both the surface <br />and groundwater in the permitted area. In addition, quarterly NPDES reports are <br />submitted to the Division and the Department of Health to comply with the current <br />laws governing point sources. In the event of an effluent discharge that is not within <br />compliance parameters, a written notice will be forwarded to the Division and the <br />Department of Health. <br /> <br />Rapid Creek and Cottonwood Creek Piezometers <br /> <br />GWMS-01A, 01B, 02A, 02B, 03A, and 03B, monitored water levels May and <br />September. Groundwater monitoring wells were located in both the Rapid Creek and <br />Cottonwood Creek basins. GWMS 02a and 02b were upstream on Cottonwood <br />Creek, GWMS 03a and 03b were upstream on Rapid Creek, while GWMS 01a and <br />01b were downstream on Rapid Creek (downstream from the confluence with <br />Cottonwood Creek). These wells were placed to monitor surface subsidence impacts <br />on creek flows in the southern permit area; therefore, water level is the only parameter <br />measured. With the approval of SL-8 and TR-67 in 2015, monitoring of these wells <br />was discontinued. These piezometers were abandoned and plugged in August 2016. <br />SCC submitted the abandonment reports on September 13, 2016. <br /> <br />CRDA Piezometers <br /> <br />CRDA-01 through 03, and 01A; and thirty piezometers (Pz 100-107, 200-206, 300- <br />307, and 400-406), all on CRDA-1, were monitored quarterly for water level. <br />“Critical levels” were defined for 100, 200, 300, and 400 series piezometers. CRDA- <br />04 through 06 installed on CRDA-2, were monitored quarterly for water level. The <br />thirty, 100 through 400 series piezometers on CRDA-1 were installed in 1994 at four <br />locations to monitor water levels in multiple zones within the refuse pile. Stability <br />analyses performed by a consultant to the operator established “critical levels” for <br />each of the thirty piezometers, which if exceeded, are to be reported by the operator, <br />and may necessitate further stability evaluation and possible remedial measures. <br />Critical level for each piezometer is listed in permit Table 18-4. Monitoring of the <br />CRDA piezometers was discontinued in 2015 with the approval of SL-8 and TR-67. <br />The piezometers were abandoned and plugged in 2016. <br /> <br />All water from mine operations that is pumped through the mine workings before <br />being discharged at the surface is to be tested annually for a full suite analysis (Table <br />18-2, “Annual Surface Water Monitoring Parameters”). <br /> <br />The permittee will conduct monitoring of surface water in a manner approved by the <br />Division. The monitoring plan was submitted under 2.05.6(3)(b)(iv) and (4.05.l3(2)). <br />Surface water monitoring locations are shown on Exhibit 56 in the permit. Surface <br />water monitoring will include sediment pond discharge, mine water discharge, flow <br />from Cottonwood Creek, Rapid Creek and Coal Creek. Monthly monitoring of Jerry <br />Creek was discontinued in September 2011 with the approval of TR-62. Annual
