2.05.6 Mitigation of the Impacts of Mining Operations
The Applicant believes it is practicable to show a trend
toward enhancement of rangeland and fish and wildlife
resources at the time revegetation has been successfully
completed. Older greaswood plants will be replaced with
vigorous growing new plants. An understory of grasses will
be established which will provide browse for wildlife. The
steep slopes where the coal mine waste pile will be
constructed will be changed from their 1.5H:1 V existing
slopes to 3HAV after the coal mine waste is placed against
the steep slopes.
There is one area that comes within 100' of East Salt Creek
and as shown on Figure 2.2-2 is clearly marked with a buffer
zone. In accordance with Rule 4.05.18(2) the buffer zone
will be secured with a re-routed BLM drift fence, and runoff
will be managed with a silt fence.

The wildlife discussion in Section 2.04-11, includes a rare,
threatened, and endangered plant species inventory. Page
25 of the report indicates there are no rare, threatened or
endangered plant species within the study area. In addition,
Tables 4.3-9, 10 & Appendix P contain Biological Opinion's
documenting that there are no threatened, and endangered
plant species in the permit or adjacent areas.
As stated above, the Applicant agrees to implement the
conservation measures that the USFWS believes are
necessary to offset the water depletion impact on the four
endangered fish. A Biological Opinion was prepared by Fish
and Wildlife Service (USFWS) in November 2011 and is
included in Appendix P and identifies endangered fish
species in the project area. The four endangered fish are
the Colorado Pikeminnow, Bonytail Chub, Humpback Chub
and the Razorback Sucker.
