Kathy Welt and Mike Peacock of Mountain Coal Company (MCC) each accompanied the inspection at <br />different points. The weather was clear and dry. The mine was active. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> A new culvert, C5E-24A, had been placed across the haul road, from ditch D5E-31 (upstream of the toe of <br />the MSB slump), to ditch D5E-30 (just above the inlet to culvert C5E-23), as permitted with MR-426. A concrete <br />wall was planned at the inlet, and a box at the outlet, to prevent erosion around the culvert. <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br /> The volume of coal in stockpiles had been drawn down in order to make the material easier to manage and <br />reduce the potential for spontaneous combustion. With two production shifts, five days a week, and a new shear on <br />the longwall, production capacity was expected to be such that stockpiles can be replenished if necessary. <br />At the time of the inspection the longwall was in panel E7, at around cross cut 42 on the head gate. The <br />continuous miners had developed the E8 headgate up to about cross cut 5. <br />The following permitting actions were in progress: <br />RN-7, which was found complete on February 1, 2016. The decision due date has been extended to February 16, <br />2018. <br />TR-142, which was found complete on December 18, 2017. <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br /> More material had been removed from the temporary processing waste pile on the RPE.
