Colorado Backhoe Service Page 3 <br /> The Orr Pit- M-2009-074 Adequacy response #1 <br /> January 10, 2018 <br /> EXHIBIT D-Mining Plan (Rule 6.4.4): <br /> 6. The Exhibit D Mine Plan proposes a scale and scale house will be placed near the access point to <br /> the site. Please identify the location of the scale and scale house on the Mine Plan Map. Please also <br /> discuss the reclamation details of these structures. If the Applicant proposes to leave the scale and <br /> scale house as a part of the Reclamation Plan for the landowner's use, please provide a signed a <br /> notarized letter from the landowner(s)requesting for these features remain as a part of the final <br /> reclamation. Additionally, if the scale and scale house will be left as a part of the reclamation, please <br /> identify the location of it on the Reclamation Plan Map. <br /> The Mining Plan and Reclamation Plan maps have been revised to <br /> show the location of the Scale House and Scale . A notarize <br /> letter from the landowner is attached explaining how he wants <br /> the site reclaimed and confirms that the scale and scale house <br /> can to be left . <br /> 7. Within the Exhibit D Mine Plan (Page 8) and Exhibit E Reclamation Plan (Page 18), the applicant <br /> proposes to seed soil and overburden stockpiles which remain undisturbed for more than one year <br /> with a cover crop of western wheatgrass at a rate of 2 pounds-PLS/100 square feet. Later in the Mine <br /> Plan, on Page 9, the Applicant states a different species and seeding rate for this activity. Please <br /> correct this discrepancy. Upon further review, the Division believes this seeding rate is in error as it <br /> yields an extremely high seeds per square foot rate. The Division understands this cover crop seeding <br /> rate will be high to help prevent wind and water erosion on the soil and overburden stockpiles, <br /> however a rate more in the range of 40 PLS/acre of western wheat grass (yielding 101 seeds per <br /> square foot) would be more reasonable. <br /> I have corrected all areas in the text where we refer to the <br /> seed rate and type, to use western wheatgrass at a rate of 40 <br /> PLS per acre this is much more cost effective then the rate we <br /> proposed. Complete copies of Exhibit D with the changes, is <br /> attached for the file. <br /> EXHIBIT E -Reclamation Plan (Rule 6.4.5): <br /> 8. The Applicant proposes to leave the access roads as a part of the Reclamation Plan for the <br /> landowner's access to the site. Please provide a signed a notarized letter from the landowner(s) <br /> requesting for the access roads to remain as a part of the final reclamation for their access. <br /> Attached is notarized letter from the landowner stating that <br /> the existing road is to be left when the site is reclaimed. <br />
