Mr. Elliott R. Russell
January 4, 2018
Page 5
well, located up-gradient of the back-filled pit and within the permit boundary to be
controlled by either the Operator or the mine site landowner. This location will also
more accurately monitor the effects of groundwater mounding.
A new well will be installed as shown in revised Appendices E and H.
24. Within the Groundwater Monitoring Plan (Appendix H), the Operator states wells will
be initially monitored on a monthly basis until the completion of the slurry wall
construction then quarterly for the life of mine. Please define the completion of the
slurry wall construction.Additionally, the Division believes monthly monitoring should
occur for at least one year after the completion of the slurry wall to help define the
groundwater regime and understand immediate mounding effects. Please revise the plan
accordingly.
Construction of the slurry wall should begin within 60 days of DRMS approval of TR-4.
The construction should take of the order of 120 days. A 90-day leak test will be
conducted with approval expected in 30 days, and construction will be considered
complete at that time. The revised Appendix H is attached.
25.In response to Adequacy Review Item #12, the Operator included the Table I Cost
Estimate to construct the slurry wall. Within Table I Cost Estimate, the costs associated
with the five tasks under "Work Items by Fremont Paving"were not provided. Please
provide the cost estimate to complete each of these work item tasks.
A revised Table 1 is attached.
We believe this response properly addresses the adequacy items. Please call if you have any
questions or comments.
Sincerely,
DEERE&AULT CONSULTANTS, INC.
Don W.
