D. The Division approves a modification in the general grading requirements of <br />4.14.2 since sufficient spoil will not be available (4.14.2(1)). <br />E. In order to conserve soil moisture, ensure stability, and control erosion on final <br />graded slopes, the Division approves cut -and -fill terraces. These terraces are <br />compatible with the post -mining land use, and will meet all the requirements of <br />this Rule (4.14.2(2)). <br />F. The Division does not approve terrace outslopes which are steeper than 2h:ly <br />(50%). The Division does not approve of the retention of a highwall as a part of <br />a terrace. (4.14.2(2)(c)) <br />G. Small depressions in the backfill may be used to minimize erosion, create or <br />enhance wildlife habitat, conserve soil moisture, and promote revegetation. The <br />Division approves their construction. (4.14.2(3)) <br />H. The Division approves the applicant's plan for disposal of debris, acid-forming <br />or toxic materials, or materials constituting a fire hazard in a manner designed to <br />prevent contamination of ground or surface waters. A contingency plan has also <br />been developed to prevent sustained combustion of flammable materials. <br />(4.14.3(1)(a)) <br />I. The Division approves the method and design specifications for covering of <br />acid -and toxic -forming materials in order to prevent leaching into surface and <br />ground water and to insure backfill stability. (4.14.3(2)) <br />XI. Revegetation <br />A. The Division approves the use of introduced species in the reclamation seed mix. <br />The applicant has submitted information that shows that the introduced species <br />are desirable and necessary to achieve the approved post -mining land use, and is <br />not poisonous or noxious. (4.15.2(3)) <br />B. The Division approves the use of straw mulch as a means to meet soil <br />stabilization requirements. The applicant will use an interim seed mix (Table <br />2.05.4-4) for areas that will be temporarily revegetated. (4.15.4) <br />C. Methods to measure herbaceous cover and production, species diversity, and <br />woody plant density are discussed in section 2.05.4 of the permit. These <br />techniques include comparison of the revegetated communities with extended <br />reference areas. The Division approves of these techniques. (4.15.7(1)) <br />D. Comparisons between reclaimed and undisturbed areas, in order to demonstrate <br />that success criteria of 4.15.8, 4.15.9, or 4.15. 10 have been met, will be based on <br />the following: <br />18 <br />
