Section B - Rule 4 <br />I. Roads <br />A. Haul Roads <br />The Lorencito Canyon haul road (LCHR) in its entirety has been bond released for <br />an industrial use under Surety Release No. 2 (SL -02) approved June 16, 2008. The <br />Jeff Canyon haul road (JCHR), from the intersection with the LCHR to the <br />disturbed area associated with the mine pit, was also bond released under the same <br />permitting action, as was the Lorencito Canyon access road from the afore- <br />mentioned intersection south to the former office area. <br />B. Access Roads <br />See explanation above for haul roads. <br />C. Light -Use Roads <br />Light -use roads are discussed in the permit application beginning on page 2.05-29 <br />and are shown on Map 2.05.3-1. Pre-existing light use roads will be left intact in <br />their existing condition, or re -aligned and connected, following mining. The <br />primary light use road is the road system crossing the disturbed area. These roads <br />are used by Pioneer Resources to access existing coal -bed methane wells that are <br />immediately adjacent to the reclaimed area of the mine. <br />II. Support Facilities <br />No specific approvals are granted under this section. <br />III. Hydrologic Balance <br />A. Water Quality Standards and Effluent Limitations <br />1. The Division originally approved small area exemptions (SAES) from use of <br />sediment ponds due to the limited size of the area and due to the fact that ponds <br />and treatment facilities are not necessary for the drainage to meet the effluent <br />limitations of Rule 4.05.2 and applicable State and Federal water quality <br />standards for receiving streams, and also due to the fact that no mixing of <br />surface drainage with a discharge from underground workings will occur. The <br />small areas that were exempted were topsoil piles located along the roads, the <br />large topsoil pile on the eastern edge of the disturbed area, the office area, and <br />the service area.
