EXHIBIT M OTHER PERMITS REQUIRED
The following permits are necessary for the full operation of the Alma Placer Mine:
1) No County(special use) approval is needed because the operation has been in existence since
1868 and land use regulations are not yet formulated for Park County. However, the
Operator will be working closely with the Town of Alma as well as Park County regarding
Revisions and Amendments.
2) CDPHE-Air Quality Control Division permit for portable plants and for fugitive emissions
from the site. Also, all generators require permits. All of these permits are in place, however,
the generators can be rented and changed out from time to time, so APENS may need to be
resubmitted, depending upon how different new generator engines are.
3) There will be no CDPHE water discharge or stormwater permit, since all runoff will be
collected in a series of large ponds and berms on the downhill (western side) of the mine to
prevent runoff. Extra controls are implemented in the Amendment of 2015 to ensure that no
runoff occurs. Water from the pit dewatering will enter a series of ponds.
4) A spill and containment plan is needed because fuels, oils and grease will be stored on-site.
This plan is already developed and in effect on-site.
5) A stormwater management plan is not needed since the site will contain the 100 year 24 hour
runoff.
6) A U.S. Army Corps of Engineers permit is not needed since there will be no activity within
the floodplain and no jurisdictional waters of the United States will be affected by the
operation.
7) A CDOT Highway access permit is needed for all accesses that will be used for the site. This
permit is obtained.
8) A gravel well permit is not needed since there will be no change to pond surface areas from
historical conditions.
Alma Placer Mine , t.Y f.•» .,,cu. ;._.
December 2017 M-1
