a termination of water monitoring of the thirteen sites. Baseline data had been collected at all of the sites <br />and monitoring will be initiated if future mining operations continue. <br />Technical Revision No. 108 was received on August 22, 2016, deemed complete on August 31, 2016, and <br />approved on October 11, 2016. The revision proposed to remove the permitted gob vent boreholes (GVB) <br />19A, 19B, 19C and the disturbances associated with the operation and reclamation of the construction of <br />the GVBs. GVB 19A, 19B and 19C were not constructed and no disturbances associated with the GVBs <br />was conducted. The removal of the GVBs will constitute a reduction of the bond liability associated with <br />the GVBs. <br />Technical Revision No. 109 was received on September 12, 2016, deemed complete on September 14, <br />2016, and approved on September 29, 2016. The revision proposed to revise the permit to include a revised <br />expansion plan of Pond J. An expansion of Pond J to the east was proposed and approved under TR -84. <br />TR -109 proposed to expand Pond J to the west rather than the east. The proposal did not include any new <br />disturbance area. <br />Technical Revision No. 110 was received on November 16, 2016, deemed complete on November 23, 2016, <br />and withdrawn on January 6, 2017. The revision proposed to construct a gasification plant within the area <br />of the clean coal stockpile pad. The proposed gasification plant facilities would have been used to convert <br />coal mine waste to a synthetic gas. <br />Technical Revision No. 111 was received on December 9, 2016, deemed complete on December 15, 2016, <br />and withdrawn on February 13, 2017. The revision proposed to revise the monitoring frequency of the <br />vibrating wire piezometers and the inclinometers located within Gob Pile #2 and Gob Pile #4 and the Bowie <br />No. 2 Mine from four times a year to two times a year. The revised monitoring frequency was based upon <br />the temporary cessation status of the mine and the significant reduction in coal processing waste placed on <br />the piles. <br />Technical Revision No. 112 was received on May 16, 2017, deemed complete on May 26, 2017, and <br />withdrawn on July 31, 2017. The revision proposed to allow Oxbow Mining, LLC (Oxbow) to use the TC - <br />03 -01 pad to support Oxbow's coal methane recovery project. BRL and Oxbow entered an agreement in <br />2015 which allows Oxbow to extract coal bed methane from the existing B and D seam workings of the <br />Bowie No. 2 Mine. The TC -03-01 pad has not yet been reclaimed by BRL. Oxbow plans to use the pad to <br />drill up to four seal removal holes into the seal of the 1 west mains in the Bowie No. 2 Mine. The seal <br />removal holes will allow for pressure equalization across the seals and enhance coal bed methane recovery. <br />The application proposes no new surface disturbance. <br />Technical Revision No. 113 was received on June 26, 2017, deemed complete on June 28, 2017, and <br />approved on July 24, 2017. The revision proposed to revise the drainage configuration on the top of Gob <br />Pile #4. The proposed configuration would become the final configuration once approved. The revision <br />proposes to change the location and drainage area of ditch D-7, and the revision proposes the creation of a <br />new ditch, F20. <br />Technical Revision No. 114 was received on August 29, 2017, deemed complete on September 5, 2017, and <br />the Revision is currently in the adequacy process with the Division. The Preliminary Adequacy Review <br />Letter was sent to the Operator on October 24, 2017. The revision proposed to revise the underdrain design <br />and location and relocate Ditch Jll to the operational configuration. <br />Permit Revision No. 14 was received on March 14, 2014, deemed complete on March 20, 2014, and <br />approved with conditions on October 10. 2014. The revision proposed to incorporate the Spruce Stomp <br />Federal Coal Lease (COC -75916) into the permit area. The federal coal lease addition will allow BRL to <br />12 <br />
