Ms. Tonya Hammond of Snowcap Coal <br />Company met the inspector on the site and accompanied the inspection. The mine is a reclaimed underground <br />mine. As such , no mine personnel remain on the site. The inspector contacted the Snowcap office from the road, <br />and Ms. Hammond met the inspector on site. The weather was dry and mild. <br />FISH and WILDLIFE – Rule 4.18: <br /> Although the North Portal area is no longer a part of the permit, the operator’s representative, Tonya <br />Hammond, observed a herd of about 15 bighorn sheep near the reclaimed G substation earlier in the day prior to <br />the Division’s inspection. The sheep were no longer visible during the inspection. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Diversions 4.05.4; Effluent Limits 4.05.2; Surface Water Monitoring <br />4.05.13; Stream Buffer Zones 4.05.18: <br /> There are no ponds or sedimentation control structures remaining on the site. Overland flow is controlled <br />by grading and vegetation establishment. There was no sign of recent precipitation events. There were no <br />concerns with runoff, or any evidence that drainages had failed to handle previous precipitation events. <br /> <br />Outfall 016 was discharging at roughly 260 gpm. Tonya had been to the site earlier in the day and had taken water <br />discharge samples at this location. <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br /> The Roadside refuse pile is located within the permit area boundary, but has received phase III bond <br />release. The landowner utilizes the top of the pile to store equipment and supplies in support of the fruit stand at <br />the former warehouse. The refuse pile remains stable but is no longer a part of the permit responsibility. <br /> <br />ROADS – Rule 4.03
