PARTICULATE EMISSIONS CONTROL PLAN FOR MINING AND RECLAMATION ACTIVITIES <br />THE FOLLOWING PARTICULATE EMISSIONS CONTROL MEASURES MUST BE USED FOR COMPLIANCE <br />PURPOSES ON THE ACTIVITIES COVERED BY THIS PERMIT, AS REQUIRED BY THE AIR QUALITY CONTROL <br />COMMISSION REGULATION NUMBER 1, SECTION III.D.1.b. THIS SOURCE IS SUBJECT TO THE FOLLOWING <br />EMISSION GUIDELINES: <br />a. Mining and Processing Activities - Visible emissions must not to exceed 20%, no off -property <br />transport of visible emissions. <br />b. Haul Roads - No off -property transport of visible emissions must apply to on-site haul roads; the <br />nuisance guidelines must apply to off-site haul roads. <br />C. Haul Trucks - There must be no off -property transport of visible emissions from haul trucks when <br />operating on the property of the owner or operator. There must be no off -vehicle transport of <br />visible emissions from the material in the haul trucks when operating off of the property of the <br />owner or operator. <br />Control Measures <br />Adequate soil moisture must be maintained in topsoil and overburden to control emissions during <br />removal. Watering must be implemented as necessary. <br />2. When Topsoil haul takes place the minimum water applications must be 10 applications of water <br />per day for the topsoil haul routes, as modeled, for meeting 95% control on any day without a <br />minimum of 0.01 inches of precipitation, when temperatures are below freezing and/or the <br />ground is snow/ice covered, or when recent precipitation events or snow melt create a situation <br />where such water application could create an unsafe condition for heavy equipment. Records of <br />water use at all times must be maintained and made available for inspection upon request. The <br />moisture ratio must be maintained at the value required to establish 95% control as indicated on <br />Figure 13.2.2-2 of EPA's AP -42, "Watering control effectiveness for unpaved travel surfaces" of <br />that chapter. Records of watering must be maintained and made available for inspection upon <br />request. At any time that the soil moisture ratio is proven sufficient to maintain control, based <br />on accepted testing methods, watering application may be reduced. <br />3. Topsoil stockpiles must be compacted and revegetated within one year of the date of the last <br />application of topsoil to the stockpile. Overburden stockpiles must be compacted. <br />4. Emissions from drilling holes for blasting must be controlled by the use of a dust collector and <br />skirts. <br />5. Emissions from material handling (i.e. removal, loading, and hauling) must be controlled by <br />watering at all times unless natural moisture is sufficient to control emissions. <br />6. Coal Stockpiles must be watered as necessary to control particulate emissions. <br />7. Unpaved haul roads must be treated with chemical stabilizers per manufacturer's specifications <br />and watered as often as needed to control particulate emissions. <br />8. All areas disturbed for more than 120 days must be treated with chemical stabilizers per <br />manufacturer's specifications, watering as needed, and revegetated within one year to control <br />particulate emissions. <br />9.
