Summit Brick and Tile Company Fox No 1 Clay Pit
M-1977-219 -Adequacy Response#1 November 13, 2017
Thank you for your suggestion, but in the 2017 submittal we
revised the approved seedmix to add more species found on the
site according to the NRCS vegetation lists . This was a mistake
and we should have stayed with the NRCS prepared mix in the 1991
amendment . For this reason we withdraw the proposed mix and
revert to the NRCS designed mix shown on page 7 of the 1991
amendment packet (copy attached) . It has been corrected in the
revised version of Exhibit E - Reclamation Plan that is attached
for the file . I have also attached a copy of the revised Exhibit
I/J Soils & Vegetation where I placed a copy of the written
portion of the SCD report in this submittal . It shows the
approved seed mix and the recommended mulching parameter that are
currently approved.
26. Using a Google Earth aerial image, the Division has identified what appears to be a
16-acre agricultural field located in the southern portion of the proposed permit
boundary. Please address if this area will be reclaimed to the exiting pre-permit land use
rather than the selected rangeland use. In accordance with Rule 3.1.1(1), the operator
shall, in consultation with the landowner, where possible, and subject to the approval of
the Board or Office, choose how the affected lands shall be reclaimed. Please discuss any
reclamation plan modifications (greater topsoil and root zone material replacement,
seeding, etc.) to this area if the post-mining land use is revised.
The Soils Map from the NRCS download site, we used, did not show
this as an agricultural field but rather the vegetation appears
to blend with the surrounding pasture . It is more then likely,
either non-irrigated grass hay or alfalfa that the landowners
collect when adequate moisture is available for it to grow. No
changes will be made to the reclamation plan as all of the
overburden, non-sandstone, and topsoil will be salvaged and
replaced to whatever extent is found on the area now, so it can
be used as the landowner wishes . In this case the overburden
would be used as root zone and the topsoil will be placed on top .
The landowner will then be contacted to decide what will be
planted.
27. Please provide multiple cross sections of the affected area depicting current topography
as compared to the proposed post-mining topography. At a minimum, the Applicant
should provide cross sections from east to west bisecting the proposed permit four times
with two of these bisecting the southern and northern dwellings which are planned to be
13
