Summit Brick and Tile Company Fox No 1 Clay Pit <br /> M-1977-219-Adequacy Response#1 November 13, 2017 <br /> 23. The Reclamation Plan narrative states the sandstone face will not exceed 25 feet high <br /> without a 20 foot wide bench being constructed on the face. Please provide a cross <br /> section, similar to the one on the Exhibit F - Reclamation Plan Map, which depicts <br /> proposed slope configuration at the maximum thickness (35 feet) of the sandstone. <br /> Additionally, this is not noted in the mining plan as referenced. <br /> I added a second Highwall cross section showing this anomaly as <br /> you suggested, to Exhibit F - Reclamation Plan Map. I have added <br /> text discussing this option to the Mining Plan text, and a copy <br /> of the revised Mining Plan is attached. <br /> 24. The Applicant proposes to leave the access roads as a part of the Reclamation Plan for <br /> the landowner's access to the site. Please provide a signed a notarized letter from the <br /> landowner(s) requesting for the access roads to remain as a part of the final reclamation <br /> for their access. <br /> These roads exist at the current time and will be utilized as <br /> mining progresses . Five of them provide access to houses and the <br /> others are used to access the areas west of Siloam Road. We are <br /> obligated to leave roads in place as replacements for the <br /> historic roads that may be removed by mining. We do not believe <br /> agreements to leave them are necessary as the leases cover <br /> disturbance of roads, fences, buildings and other structures . <br /> 25. The Applicant proposes the reclamation seed mixture to be comprised of three native and <br /> one introduced grass species for a total of 8.0 lbs. PLS/acre. Climatic data provided in <br /> Exhibit K indicates a hot semi-arid environment which receives approximately 12 inches <br /> of rain per year. The Division believes this mixture is not diverse enough and does not <br /> provide the greatest probability of success for the site-specific environment. In <br /> accordance with Rule 3.1.10(1), the affected lands shall be revegetated to establish a <br /> diverse, effective, and long-lasting vegetative cover. Additionally, in accordance with <br /> Rule 3.1.10(4), the revegetation plan shall provide for the greatest probability of success <br /> in plant establishment and vegetation development by considering environmental factors. <br /> The Division recommends the Applicant contact the Natural Resource Conservation <br /> Service (NRCS) to get a site, and post-mining land use, specific reclamation seed <br /> mixture. This mixture should have a variety of cool and warm native grass species, as <br /> well as a forb/shrub component, if applicable. <br /> 12 <br />
