The International Certified Mail Tracking form 2865 has very specific <br /> instructions regarding who is supposed to complete the different portions <br /> of the form. They are: <br /> • On the front of the form, "The sender completes and indicates <br /> address for the return receipt". This portion of the form was <br /> completed by a representative of CC&V. <br /> • The back of the form is divided into top and bottom fields. The top <br /> field is where the Article No. (Registered Number), Mailing Post <br /> Office name, recipient's address, and date of posting are to be <br /> completed. The form specifically states that this section is to be, <br /> "Completed by office of origin". The bottom field is to be <br /> completed by the office of receipt and is supposed to be date <br /> stamped by the office of receipt and signed by the recipient. <br /> Neither the office of origin, the Greenwood Village Post Office, <br /> nor the office of receipt in Japan completed their respective <br /> sections of the form, as required by the form. <br /> The international mailing in question was completed in person at the <br /> Greenwood Village post office and the international return receipt <br /> certified mail forms (PS Forms 2806 and 2865) were completed as <br /> instructed by the USPS personnel while at the post office. We are hopeful <br /> DRMS will accept the screen shot showing that the letter was indeed <br /> delivered to the recipient. . <br /> 17. Response is adequate. <br />
