pay, 2-
J,
November 6, 2017 RECEIVED
Nov 13 2017
Re: Permit Number M-2017-036 Site Name: Knox Pit DIVISION OF RECLAMATION
MINING AND SAFETY
'nis letter is to inlbrm you that if the 14,11ox Pit is oLIIO%vc(l to operate 50 yards from my house as proposed it ii ill
cictrimentaly alrcct my eiijoyincut ivad right of -control of my property. LaPorte is the oldest community in L•trimer County.
It remained a rural community as fort Collins became the county scat. Most growth was in lite 50's a d 70's and there has
not been any more brrow%di since. The older part of our community boarders and is within 50 yards of tic proposed
pit/batch plait. Our lots are large and our Houses are small. I live on a quarter acre and have a 720 sq. R. mouse. I spend
most my free time in my yard tending my garden, my chickens, clogs, cats, trees, bushes, flowers or just relaxing on a Iittle
patch of bmiss.
This batch plant and pit will greatly negatively allcct my enjoyment of my property. LaPorte sits in a low area and in the
summer when the air is still or %villi a slight southeast breeze tic lumcs and dust From tic mining azul batch plaint will hang in
the bot air azul sufTocale me, my animals, my flood garden and my chickens. Silicosis azcl cancer from this air will most
likely end my life prematurely Gong with my a imals, who will feel it more acutely wad sooner.
The noise, tine constant hum from the batch plant, die roar of tlzc trucks, the banging to release tic gravel, die clanging of'
die conveyer belt, will all be heard at my house and all the others in tlzc arca and will absolutely drive us insane! "There are
numerous studies that confirm flus. lam very noise sensitive and this will put me over the lop.
The traffic: The proposed entranace %%iIl be onto 54G - The p.tteway to LaPorte - it is the easiest and most convenient way to
get to LaPorte from the norti, south, auk east. 'There is one oilier road that comes to our community ax] it is a winding
road %%itft a low speed limit that is used by many, many bicyclist in tine spring, summer and fill. '1'o avoid the truck traffic
cars will be more numerous on this curry road and they will drive above lie speed Iimit malting for a very dangerous
situation. 5 -IG is it busy road :mel addiug all ticse cement trucks and aggretrtle semis will make liis road very slowand
dangerous .is well. Bikers also use tiis road to t;et at lite country roads to tie north. Gravel on lie road, truck exhaust, even
%vitln a tuna latae ane] acceleration l.uze will m.tke this entrance into LaPorte a h.mLrd. Not even tie biggest SIN can sec
around or over these large trucks.
Air Quality will be greatly :effected. rilne already cash stmpped CPA is being defunded by the current administration so there
will be no monitoring ofwhat they send into our air. The standards are already too lo%v for a community being more
desibrzaed for pits outside of residential areas. Witi no monitoring and low standards and being in a low valley our :air will
certainly be uns:alc for the residents and the children at Ilse nearby school to breath. In summer air h.arclly moves .incl
pollutazzi5 slay low and yet this is the most active time of these trravcl pits.
Water: The amount of water they plat to use is scary. 'They will take it out and replace it witi water filled wi[h silica and
cement as they use it to wash out die trucks and try to keep alae dust clown. 'flte ground water will become more acidic and
alae ground water table will be lowed. Many of my trees, grape vines, and bushes that have reaches] down to line current level
ofgrouracl water will suddenly be high :uicl dry. Many people are still on wells in our community and they, too, %till be
looking at acidic water and lie need to dig it deeper well.
Damage to property: ''here is also a good chance that tie vibrations from tic pit mining will cause structund cfanagc to the
cast side of tic community which includes my house.
Reclamation: We've seen reclamationand it is a joke. "ncc pits along tic bike trail have steep sides and are surrounded by
bare dirt auk weeds. "1 he town of Greeley stores water in them now but they are fenced oll'aad have no viability 1`or %vildlife
except mosquitoes. Loveland Ready Mix says they will seal tic pit from trround water auk leave it. Since this is a rather and
region the hole %%ill only have enough water in it for mosquitoes increasing our chances of West Nilc. The sides %%rill be too
steep (3:1) f`or any vegetation to take (told or for wildlife to gel to any water that may be in it. It will be ugly azul useless.
Filling it back in %%ill not be helpful as once top soil is disturbed it can take, in this and region, 10 to 20 years to build up lie
micro-organisms tlt,at arc present in viable top soil.
