024 Propane -fired emergency backup generator used to power Deer Creek Escapeway 3/18/2014 <br />Hoist. <br />*Following the inspection, the source submitted a revised APEN on 11/30/2015 requesting corrections to the <br />permit. <br />MALFUNCTION REPORT REVIEW <br />There have been no malfunctions reported since the previous inspection (Sept 2012). <br />COMPLIANCE ASSISTANCE/SOURCE ACTIONS <br />The source was provided general information regarding points which are no longer required to be reported or <br />permitted following the 2014 AQCC rule change (i.e. NSPS Subpart IIII engines no longer need APENs/permits <br />unless above applicable emissions thresholds). At the time of the inspection, the inspector also discussed VOC <br />reporting and testing issues. This included a brief explanation on how testing could be performed, and how <br />extended gas analysis results could be applied to methane data in order to quantify VOC emissions. <br />PERMIT CONDITIONS AND COMPLIANCE STATUS <br />This section follows each applicable permit's format. Text marked in Bold font indicates inspector comments for <br />each condition. Unless otherwise noted, the compliance period covered by this inspection is from the previous <br />inspection, September 2012, through April 2015. <br />Permit Number 93GU886.XA — AIRS Pt 009: APEN Exemption Letter for fuel storage tanks. <br />The Air Pollution Control Division has reviewed your emission permit application for the following source: <br />One 15,000 gallon storage tank for diesel fuel and one 4,000 gallon storage tank for unleaded gasoline. <br />It has been determined that the above emission points have uncontrolled actual emissions of less than two tons <br />per year each and do not emit significant quantities of hazardous or odorous pollutants. The above emission <br />points are therefore exempt from the filing of Air Pollutant Emission Notice(s), APEN(s), and are also exempt <br />from permit requirements (per Regulation No. 3, Section H.D. La., and Section IIID. La). <br />This exemption from permit requirements is issued in reliance upon the accuracy and completeness of <br />information supplied by the applicant and is conditioned upon construction, installation and operation in <br />accordance with this information and with representations made by the applicant or applicant's agents. <br />Specifically, this exemption has been granted provided that the following information is accurate and <br />complete: <br />Total annual usage of diesel fuel is 145,000 gallons and total annual usage of unleaded gasoline is <br />13,500 gallons <br />According to the Division's preliminary analysis, these emission points will result in the emissions of the <br />following air pollutants (on an uncontrolled actual basis): <br />Volatile Organic Compounds (diesel): 0.0032 tons per year. <br />Volatile Organic Compounds (gas) : 0.16 tons per year. <br />2015 Inspection AtkV <br />0510015-INSP-2015 Page 8 of 37 <br />
