OCT 19 2017 <br /> Environmental Protection Specialist QMSION OF RECLWATION <br /> Colorado Department of Natural Resources YINNOAND SAFETY <br /> Division of Reclamation,Mining and Safety <br /> Office of Mined Land Reclamation <br /> 1313 Sherman Street, Room 215 <br /> Denver,Colorado 80203 <br /> Re: Permit No. M-1980-244, Cripple Creek&Victor Gold Mining Company CC&V); Cresson Project; <br /> Powerline to American Eagle—TR#95 <br /> Dear Mr. Cazier: <br /> Newmont Mining Corporation's(Newmont)Cripple Creek and Victor Gold Mining Company(CC&V) <br /> hereby submits the following Technical Revision(TR)#95 proposing a splay from the existing powerline <br /> previously called"Ironclad Power Reroute Project" in TR#88,to feed the American Eagle <br /> Communication Tower with line power.The American Eagle Project will include the addition of six <br /> power poles and associated powerline. <br /> Background <br /> The American Eagle Communication Tower is currently powered by a combination of solaribattery banks <br /> and a small emergency propane generator. The battery bank is due for replacement. CC&V conducted a <br /> trade-off comparison of replacing the current system with line power. With the approval of TR#88, <br /> CC&V and Black Hills Energy(BHE)recently installed a 13.2 kV transmission line to within 1,500 feet <br /> of the tower site(Figure 1). The trade-off comparison indicates that line power would be the best option <br /> for this project from a financial and environmental perspective. <br /> This powerline is an"unregulated"line owned by Black Hills Energy and is fed from the Cripple Creek <br /> substation.This three phase, 13.2 kV powerline terminates at CC&V's Ironclad facilities;therefore the <br /> only customer affected by this change is CC&V. <br />
