Introduction• <br /> Transit Mix Concrete Company is proposing to construct a new crushed stone aggregate quarry <br /> in El Paso County, located approximately 15 miles south of downtown Colorado Springs. The <br /> site is located approximately 2 miles west of Colorado Highway 115 in the vicinity of Little <br /> Turkey Creek. The proposed quarry will develop approximately 399 acres of the 1,432 acre <br /> parcel known as Hitch Rack Ranch. <br /> Quarry development will take place in three phases. The first phase will be the construction <br /> phase, which will consist primarily of access road construction and temporary plant site setup. <br /> Phase 2 will be the development phase where the permanent plant site is being developed and the <br /> first stages of the quarry are being established. The third and final phase will is the full <br /> production phase. <br /> Purpose: <br /> Hitch Rack Ranch Quarry will require the use of a number of hazardous materials throughout <br /> normal day to day operation. The purpose of the Hazardous Material Management Plan is to <br /> describe the: <br /> • Facility Operations <br /> • Hazardous Materials <br /> o Bulk Fluids <br /> ■ Diesel Fuel <br /> ■ Gasoline <br /> ■ Engine Oil <br /> ■ Hydraulic Fluids <br /> ■ Coolants <br /> o Non Bulk Products <br /> ■ Lubricants <br /> ■ Solvents <br /> ■ Adhesives <br /> ■ Etc. <br /> o Gases <br /> ■ Oxygen <br /> ■ Acetylene <br /> ■ Propane <br /> ■ Etc. <br /> o Solid Wastes <br /> ■ Used Batteries <br /> ■ Used Oil Filters <br /> ■ Etc. <br /> o Explosives <br /> o Other <br /> • Controlling Authority <br /> • Containment Structures <br />
