Transit Mix Concrete Co. <br /> structures only need to be constructed once. Within the pit area, Phase life structures were <br /> designed as needed for that Phase. <br /> Prior to re-grading and revegetation on affected areas, bare cover material surfaces are <br /> potential sources of high sediment loads in the runoff water. As a result, sediment control <br /> measures constitute the major water management control measure for non-reclaimed areas: <br /> • Clean water diversion ditches will minimize contact water volumes. <br /> • Runoff of sediment-laden water from the affected areas are collected on terraces and <br /> routed to sediment basins using down drain ditches. <br /> • Sediment detention basins have fore bays and sediment controlling outlets. <br /> • Best management practices (BMPs) are used for sediment control. <br /> Progressive/contemporaneous reclamation will be employed to reduce the extent of non- <br /> reclaimed areas, thereby reducing erosion and sediment-laden water volumes. <br /> 3. Surface Water <br /> The Quarry is located on the south side of Little Turkey Creek. Little Turkey Creek flows <br /> northwest to southeast adjacent to the proposed Quarry area before flowing southeast under <br /> Highway 115 and into Turkey Creek. Turkey Creek flows south approximately 25 miles and <br /> discharges into the Arkansas River upstream from Pueblo, Colorado. The Little Turkey Creek <br /> watershed extends approximately 5 miles to the west of the project area with a maximum <br /> elevation of 10132' msl, and the watershed is approximately 5.9 square miles. Little Turkey <br /> Creek flows intermittently under Highway 115 at an elevation of approximately 6500' msl. The <br /> proposed Quarry was designed to minimize impacts to Little Turkey Creek. No mining will <br /> occur within 100 feet of the centerline of the creek, and the floor of the mining area will remain <br /> at least 10 feet above the creek thalweg at all times. The area between the edge of the pit and <br /> the stream will drain toward the creek to minimize any impact from the pit. The affected area <br /> will drain toward the pit and sediment basins within the pit area. One crossing of Little Turkey <br /> Creek along the access road and establishing reclamation drainage and drainage connections <br /> in the plant area are the only proposed disturbances to the creek within the 100-foot buffer. <br /> The creek crossing along the site access road is approximately 1,500 feet from Highway 115. <br /> Little Turkey Creek Road will not be crossed by any mining operations. The creek crossing <br /> design is discussed in Section 4c. The reclamation drainage is discussed in Exhibit E and in <br /> Section 4a <br /> a. Surface Water Flow Information <br /> Norwest Corporation (Norwest) established surface water monitoring stations on behalf of Transit <br /> Mix. LTC-1 was installed in June 2015 and measures flow conditions downstream from the <br /> proposed mining area. The LTC-1 station is located approximately 1.5 miles upstream from <br /> where Highway 115 crosses over Little Turkey Creek south of Colorado Springs, Colorado.
