19 September, 2017 C-1981-010/Trapper Mine RAR <br />This was a complete inspection of the Trapper Mine; C 1981010, operated by Trapper Mining <br />Inc. The inspection was conducted and the report prepared by me, Robin Reilley of the DRMS. <br />Graham Roberts, Trapper Mine representative was present throughout the inspection. Skies had <br />high clouds and temperatures ranged from 45-65 degrees Fahrenheit. A strong wind blew. Due <br />to weather conditions no blasting occurred. Maintenance items from previous inspections had <br />been adequately addressed. <br />MAINTENANCE ITEMS: Ponds and Culverts <br />All pond maintenance items appeared resolved and no problems were noted in any of the <br />inspected pond systems, their spillways, flumes and banks. <br />Please see the culvert inspection table in the hydrologic section below for maintenance items. <br />The operator is developing mechanisms for the abraded culverts in the list referenced above. <br />Abatement mechanisms, such as a plastic lining or plastic pipe inserts are under consideration, <br />and TMI will keep DRMS informed of the final mechanism for having these issues resolved this <br />fall. <br />INSPECTION: <br />GENERAL MINE PLAN COMPLIANCE: <br />Main haul roads were being watered, ash and topsoil were being hauled. Because the power <br />plant crusher was under maintenance, no coal was being excavated or hauled. One dragline, the <br />Molly Brown was operating casting spoil. Two draglines were idle at the time of inspection, <br />with one undergoing maintenance. Dozers were operating building benches and regrading. <br />Stripping and overburden removal is progressing east of the active pit near the Deacon Jeffway <br />and Deal ditches. No offsite hydrologic or air quality issues were observed at the time of <br />inspection. <br />SIGNS AND MARKERS Rule 4.02 <br />Photo 1: Show the signs for mine identification, and warning <br />of blasting at the mine at Coy Gate. <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 1 <br />Page 2 of 9 <br />o Topsoil stockpiles observed were <br />clearly marked with identifying <br />signs. <br />o The mine site identification sign <br />inside the entrance to the facilities <br />from CO 13 South was intact, <br />displaying all required information: <br />mine name, operator name, address, <br />phone number, DRMS permit <br />number and contact information, as <br />were others located throughout the <br />site. <br />o Permit boundary markers observed <br />
