(TMI) proposes Phase I release on 175.3 acres of reclamation where it <br />indicates backfill, regrading, topsoiling, and seeding have been completed in accordance with the <br />terms of its approved permit. The Colorado Division of Reclamation, Mining and Safety <br />(DRMS) found TMI's SL -18 bond release application administratively complete on March 7, <br />2017. <br />The lands proposed for release lie within the Castor Gulch US Geological Survey 7.5 minute <br />quadrangle map and are generally described as: <br />• TSN, R90W Portions of Sections 5 and 6; <br />• TSN, R91 W Portions of Section 2; <br />• T6N, R90W Portions of Section 31; and <br />• T6N, R91W Portions of Sections 35 and 36. <br />Notification of the proposed bond release was posted in the Craig Daily Press for four <br />consecutive weeks, beginning February 8, 2017 and ending March 1, 2017. The subject parcels <br />are located in the former A, F, K, and Z pits and were reclaimed between 2009 and 2016. The <br />post mining land use is rangeland. TMI currently posts a surety bond in the amount of <br />$23,400,000 which covers the entire mine site including the above listed area. With this <br />application, TMI requests no reduction in the bond amount held for the subject parcels. <br />Colorado outlines the requirements for bond release at Rule 3.03.1 of the Regulations for the <br />Colorado Mined Land Reclamation Board. For Phase I, the operator must complete the <br />backfilling, regrading (which may include the replacement of topsoil), and drainage control of a <br />bonded area in accordance with the approved reclamation plan. <br />Prior to and upon conclusion of this evaluation I reviewed documents available through the <br />online permitting database maintained by DRMS including the SL -18 bond release application, <br />public notice affidavit of publication, and maps of the subject parcels. <br />11Pagc <br />
