Cultural Resource HPTP for MK -1-082317 and MK -2-082317 Colowyo Coal Company <br />The site is located on privately held Colowyo land; therefore any recovered cultural material is <br />the property of Colowyo. As such, artifact curation is not required to conform to guidelines <br />outlined in 36 CFR § 79 including curation of material at a federally recognized curation facility. <br />The only exception is human bone and/or funerary objects which will be handled under <br />Colorado Revised Statute 24-80-1301 et seq. <br />Colowyo will be offered the material once all analysis has been completed and final report <br />submitted and approved by OSMRE and OAHP. If Colowyo declines to take the artifacts, Tetra <br />Tech will discuss with OSMRE and OAHP appropriate places for either potential research <br />donations or curation. <br />3.5 Reporting and Dissemination <br />Two levels of reporting will be completed as part of the HPTP. <br />3.5.1 Preliminary Data Recovery Results Report <br />Once on-site work at both discoveries has been completed, a preliminary mitigation report will <br />be composed within 14 days for OSMRE and OAHP review. The preliminary report will be a <br />summary technical report listing all data recovery efforts, applied methodology, a summary of <br />recovered data, and preliminary analysis results. OSMRE, DRMS, and OAHP will have 14 days <br />to review and comment on the preliminary report. The purpose of the report will be to provide <br />OSMRE, DRMS, and OAHP a basis for approval that the on-site data recovery efforts have <br />been sufficiently completed and Colowyo can proceed with on-site construction while post -field <br />laboratory analysis and technical reporting is completed. <br />3.5.2 Final Data Recovery Technical Report <br />A professional technical mitigation report encompassing all sites (mitigated sites to date: BK -1- <br />072617, MK -1-082317 and MK -2-82317) mitigated as part of this project will be produced that <br />meets all OSMRE, DRMS, and OAHP standards and requirements. The final technical reporting <br />will be completed within six (6) months of the completion of field work. The report will be <br />organized and scaled as appropriate to most clearly present the information gathered in the field <br />and resulting laboratory analysis. The general report outline will be the following: <br />• Overview of the Project <br />• Historic Context of the Site including Archival Research Results <br />• Review of Research Design <br />• Mitigation Methodology <br />o On -Site <br />o Off -Site <br />• Mitigation Results <br />o Surface Component Documentation <br />o On -Site Excavations <br />o Artifact Review, Discussion, and Analysis <br />• Analysis of All Findings Compared to Research Design <br />• Conclusions and Discussion <br />• Appendices (as appropriate) <br />Additionally, an updated OAHP site form will be completed for archiving.
