Tony Tennyson representing Tri-State Generation and <br />Transmission Association (Tri-State), Kurtis Blunt and Angela Aalbers representing Colowyo Coal Company <br />(Colowyo) accompained the inspection. The weather for inspection was clear and ground conditions were dry. <br />High temperatures for the week ranged from 84 to 90 degrees fahrenheit. <br />BACKFILL and GRADING – Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilizatio n of Rills and Gullies 4.14.6: <br />Colowyo was actively backfilling and grading in the South Taylor Pit and the West Pit. <br /> <br />EXCESS SPOIL and DEVELOPMENT WASTE – Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />The South Taylor Fill was inspected. The face of the fill was well vegetated and no visible erosion was observed. <br />The armored perimeter ditches were stable. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The State Highway 13 culvert was actively being cleared during the inspection. At the time of inspection, the <br />culvert was approximately 3/4 cleaned and was completed before the end of the inspec tion. Colowyo crews were <br />using a small bobcat machine to pull sediment and rock from the culvert and stacked into two piles along Mr. Ott’s <br />property. Mr. Ott has stated to the Division that he wishes to use the soil and rock for private use along his <br />property. Rock that was along his property has also been collected. The associated highway ditch was re - <br />established and graded to ensure water is directed back through the culvert. <br /> <br />Reach 2 of the Final East Pit Ditch was being reconstructed. Rip rap has been placed along the entire length of the <br />Reach 2. Both stock tanks EP1 and EP2 have been cleaned and are fully functional. Colowyo informed the <br />Division inspector that a geotch. engineer was going to evaluate Reach 1 of the Final East Pit Ditch before <br />reconstructing that section. Reach 3 remains stable with no issues.
