10. Page 13 in section 3.2.4.7, states "or the adjacent portions of Garfield County."
Garfield County is not adjacent to Moffat County. Routt and Rio Blanco Counties
are adjacent to Moffat County in the vicinity of the Trapper Mine. Please clarify
the adjacent county in the text. (B APPD 6)
Trapper Response to Comment 10: Enclosed Appendix D- H page 13 has been revised to remove any
reference to adjacent counties.
11. Page 13, section 3.2.4.7, states that 32 species of potential rare or endangered
plant are known to exist in Moffat or the adjacent portions of Garfield (Routt)
County. The CNHP website was consulted to verify the plant species and it was
learned that CNHP no longer updates the purple Colorado Rare Plant Field
Guide. CNHP maintains an Excel spreadsheet and interactive map of rare plants.
The updated Excel list shows that 48 species of rare or endangered plants are
known to exist in Moffat County and 14 exist in Routt County
(http://www.cnhp.colostate.edu/download/list.asp). Please update this section to
include the additional species. (B APPD 7)
Trapper Response to Comment 11: Section 3.2.4.7 (enclosed pages 13 and 14) of Appendix D- H has
been updated with the additional species outlined in the CNHP Moffat County list. The enclosed page 15
page break was revised as a result ofpages 13 and 14 changes. Section 2.4 (page 7) is also updated with
new reference information.
Rule 2.04.11 Fish and Wildlife Information
This rule is adequately addressed in the Permit Revision.
Rule 2.05.3(3) Operation Plan — Permit Area
This rule is adequately addressed with the exception of:
12. Please advise DRMS if there will be any road construction or any enhancements
to existing roads in order to construct and maintain the proposed ponds.
Trapper Response to Comment 12: There will be no major road construction or road enhancement
activities associated with the proposed ponds. We anticipate being able to use existing light use roads for
pond access. Should any additional light use roads need to be constructed to access proposed ponds, they
would be included with as -built pond permitting.
13. Please submit designs for new roads or enhancements to existing roads and
update Map M52 to indicate the locations of any road work or new roads as per
Rule 2.05.3(3)(c).
Trapper Response to Comment 13: See above response.
14. Please update Map 51 as per the comments in the mapping section (Rule 2.10)
of thisdocument.
