RULE 2 PERMITS <br />planned configuration of the explosives storage facility (high explosive magazines area) will mirror the <br />construction, magazine orientation and relative configuration of the existing facility. Overall volume of <br />high explosives used by Colowyo collectively while mining activities transition over time from the <br />existing operation to the Collom area exlusively logically dictates the number, capacity and configuration <br />of the Collom facility magazines be similar if not identical to the existing facility to ensure sufficient <br />magazine capacity is available at the time peak utilization of high explosives in the Collom area will <br />occur. This logical approach is also applied to the ammonium nitrate, emulsion and Type V magazine <br />storage area also identified on Map 22B. The configuration of this area will be very similar to the <br />existing structures currently in use at the existing operation (Large elevated storage tanks for ammonium <br />nitrate, a tank storing emulsion, and a designated area to park the Type V magazines -semi trailers). As <br />these structures contain blasting materials and not high explosives, specific requirements governing their <br />management are different and as such are separated by location from the high explosives storage area. <br />Loadout <br />Colowyo's loadout, the Gossard Loadout, is located at the end of the Colowyo's rail line. The only <br />segment of the spur within the permit area is shown on Map 22A, Existing Structures North. <br />Power Lines <br />Because Colowyo utilizes electric -powered mining machines power lines will be located in the permit <br />area to supply electricity to the equipment and facilties. The location of the supporting power lines within <br />the Colowyo existing permit area is included in Volume 8, Map 22A. Proposed power lines for the <br />Collom permit expansion area are shown on the Structures and Facilities map (Map 22B). One power <br />line is planned to bring power to Collom area, as shown on Map 22B. <br />Electrical power lines located in the permit area will be constructed in accordance with requirement of <br />Section 4.18 to minimize potential electrical hazards to large raptors. <br />The major pieces of equipment that will be powered by electricity in the Collom area are the shovel and <br />draglines. Therefore, during the life of the mine it is necessary to periodically move the existing power <br />line loop to accommodate the advancement of the pit. <br />Temporary Facitilities Area (Jubb Creek) <br />During the construction of the primary sediment control structures, Collom haul road and the main <br />Collom facilities area described above, a temporary facitlies area will be constructed at the Jubb Creek <br />entrance directly off of Moffat County Road 32. This temporary facilties area will contain temporary <br />trailers and possibily buildings for construction management and a laydown yard for incoming supplies <br />and materials that will be utilized during construction of the Collom haul road, sediment ponds, and main <br />facilties area. Any trailer or building will be temporary in nature and once this area is no longer necessary <br />to support initial mine development these structures will be removed from the site and reclamation will <br />commence in accordance with Section 2.05.4(1). The sediment control plan for this area can be found in <br />Exhibit 7, Item 23, Part K. <br />Haul and Access Roads <br />A haul road will be constructed to facilitate mine traffic from the Collom primary crusher to the Gossard <br />load out facility located northeast of the Collom Pit. This approximate 6 mile long haul road will be <br />constructed to meet the specifications and standards set forth in Rule 4.03.1 (See Map 25E, Sheets 1-4). <br />The haul road will be constructed with a crown, and constructed upon the most stable available slope to <br />Collom — Rule 2, Page 76 Revision Date: 12/30/16 <br />Revision No.: TR -108 <br />
