RULE 2 PERMITS <br />Shops, Warehouse Facility <br />Colowyo will maintain a warehouse, welding shop, wash bay, maintenance shop and fuel storage area at <br />the Collom area located in Section 36, Township 4 North, Range 94 West. Refer to the Plant Facilities <br />Detail on Map 22B. <br />Mechanical repair work on the mobile mining equipment fleet will be performed at the shop facility and <br />in the field. A welding facility and tire bay is also a part of the shop facility. The warehouse contains an <br />inventory of equipment parts for use in the comprehensive maintenance program. The warehouse yard <br />(outside fenced storage) also provides storage of the larger parts due to limited covered building space. <br />Employees will have a designated area (before and after their shift) to change either into their work <br />clothes or back into their street clothing. Shower facilities are provided in the complex. Additional <br />structures in the complex include a diesel fueling and gasoline fueling station for both the large mobile <br />mine equipment and the mine pickup truck fleet and a tank farm building. Mobile equipment and <br />employee parking areas are also provided at the complex. A coal stockpile areas shown on Map 22B near <br />the truck dump and retaining wall provide for temporary storage of the coal. <br />Anaylsis Laboratory, Emergency Vehicle Garage <br />Coal analysis will be performed in the- laboratory portion of the structure. The remainder of the structure <br />is used for storage of the emergency response vehicles. <br />Crushing and Loadout Facilities <br />The coal crushing and loadout facilities include two separate facilities: (1) primary crusher; (2) secondary <br />crusher and train loadout; upon completion of coal production from the South Taylor pit the secondary <br />crusher at the Gossard loadout may be removed. <br />The primary crusher facility will be located in Section 36, Township 4 North, Range 94 West, as shown <br />on Map 22B. Included in the primary crusher facility are a raw coal stockpile area, a truck dump, a <br />primary crusher, a covered conveyor, a storage bin, and a truck load -out. <br />Coal will typically be hauled from the pit in rear dump haulage trucks to the primary crusher site. The <br />coal is then dumped directly into the truck dump hopper, or stockpiled. The truck dump hopper will be <br />equipped with dust control spray bars. The coal from the stockpile can also be fed into the hopper by <br />front-end loaders taking from the stockpile. Feeders at the bottom of the truck dump hopper discharge the <br />coal into the primary crusher. The primary crusher reduces the raw coal to an approximate 8 inch minus <br />size. Following primary crushing, the coal is discharged onto a conveyor belt which transports the coal to <br />a storage bin. The coal is then gravity discharged into highway trucks and hauled to the secondary crusher <br />facility. <br />The secondary crusher and train load -out facility is known as the Gossard Loadout and is located in <br />Section 22, Township 4 North, Range 93 West, and is described in Section 2.05.3 in Volume 1. <br />Explosives Storage Area <br />Details concerning the existing explosives storage facility can be found in Exhibit 16, Volume 5A - and <br />Map 22. <br />The Collom area explosives storage facilities are scheduled to be constructed near the western perimeter <br />of the Facilities area (See Map 2213) and will meet or exceed all MSHA and BATFE regulations.
