August 2,2017 C-2009-087/Peabody Sage Creek Mine TNL <br /> GENERAL MINE PLAN COMPLIANCE: <br /> Maintenance items continuing from June 2017 complete inspection: <br /> • Culvert on the West of Pond 2 needs the cattails cleaned out <br /> • Pond 3 needs maintenance at the outfall. <br /> • Vegetation needs to be cleared out between Sump 1 and 2 in the portal area <br /> • Portal area smart ditches need maintenance <br /> • Gully is starting to form at the start of the lower smart ditch that should be stabilized <br /> • Vegetation needs to be cleared from the Upper sump outfall <br /> • Trash rack needs to be put back on at the Lower Sump <br /> • Old Shop Area: vegetation needs to be cleared from culverts, and two culverts were present along the road <br /> that are not shown on the drainage map,which should be updated. <br /> • Culvert T47 needs maintenance <br /> • Culvert SC13 needs maintenance <br /> • Culvert 30A needs veg cleared <br /> • Culverts at Mine office need to be cleared and cattail removed <br /> • Broken pipe with sulfur smell,flowing toward Pond 3 needs to be repaired. <br /> RECLAMATION SUCCESS -Rule 4.15,Rule 3: <br /> The proposed Partial Phase III bond release, SL-4, area includes 422 acres of surface disturbance that <br /> were mined and reclaimed under the Seneca 11 mine permit and later transferred to the Sage Creek mine. The land <br /> surface and mineral ownership are State and federal. The areas within the bond release were reclaimed between <br /> 1978 and 2005. Permanent features of the bond release are shown on Map 2,which accompanied the SL-4 <br /> application and is available on Laserfiche. The drainages were walked to determine reclamation success and the <br /> revegetated areas observed for vegetative cover, diversity, and potential presence of weedy species. A detailed <br /> write-up of the bond release areas and the evaluation of the release of these areas will follow in the Divisions SL-4 <br /> findings document. With a few minor exceptions noted below as well as in the SL-4 adequacy letter, dated <br /> 8/15/2017,the SL-4 was stable with no erosional features and very well vegetated. One area along a steeper <br /> section of permanent access road F 1 had notable down-cutting. <br /> • Erosional down-cutting is occurring along Road F1 within Section 1. This area,within the SL4 <br /> release area,should be armored with rip rap to prevent further damage. <br /> REVEGETATION ❑Rule 4.15 <br /> Vegetative Cover; Timing: <br /> SL-4 proposed bond release areas appeared very well vegetated with the exception of the area shown on <br /> Maps 1 and 2 as being within the disturbance boundary.
