The mine is a <br />reclaimed underground mine whose permit has been revoked. All bond monies have been spent on reclamation <br />activities and maintenace. The site was dry and the weather was warm and partly cloudy. <br />FISH and WILDLIFE – Rule 4.18: <br /> Coyote scat noted throughout the reclaimed roadway. Canyon wrens were flitting about in the <br />reclamation. Lined lizards were noted on the reclaimed portal bench. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The pond was dry and has a fair amount of vegetation on the northern portion of the pond. Surface <br />hydrology on the site is also discussed in the “Roads” section. <br /> <br />ROADS – Rule 4.03 <br />Drainage 4.03.1(4)/4.03.2(4) <br />Reclamation 4.03.1(7)/4.03.2(7): <br /> The county road access to the reclaimed Fruita 1 & 2 mine (Mesa County Road No. 18) has been <br />developed as a popular mountain bike trail area and nearby camp ground. Although there is considerable public <br />use of the BLM mountain bike area, it appears that the public is not interferring on the reclaimed haul road to the <br />reclaimed portal bench, the reclaimed portal bench, or the pond. <br /> <br />The reclamation and vegetation establishment of the haul road remains stable and the vegetation appears healthy. <br />The majority of the reclaimed road is south facing in this desert environment. Although portions of the reclaimed <br />roadway appear sparsely vegetated, the established vegetation community is not inconsistent with the surrounding <br />undisturbed vegetation. There was evidence of runoff channeling down the reclaimed road, with some rilling <br />occurring. The rilling is relatively shallow, less than 6 inches, and of short length. The rills work into the ditch at <br />the west side of the roadway and runoff is directed into the natural drainage. <br /> <br />Considerable run-on has flowed across the reclaimed roadway from the cliffs at the northwest side of the <br />reclaimed area. These run-on pathways appear to coincide with former locations of culverts. The culverts were <br />removed upon reclamation of the road. The channels from the water flow are reinforced with rock and not down- <br />cutting excessively.
