Request <br /> This document is being submitted by Cripple Creek and Victor Gold Mining Company LLC(CCVGMC) as <br /> an application for a Special Review Use Permit for the construction of the Little Grouse Overlook. <br /> The affected acreage is approximately 7.5 acres. The entrance to the proposed Overlook is located <br /> North of Victor 1.0 miles on Colorado State Highway 67. The overlook would be comprised of 0.5 miles <br /> of gravel driveway,a parking lot and historic mining structures. Driveway is designed to meet driveway <br /> adequacy requirements including maximum grade%,width and drainage. <br /> Background <br /> CCVGMC closed the American Eagles(AE)Overlook to the public in 2015. The AE Overlook had provided <br /> a view of several mountain ranges,a walkable historic mining site and a view into a modern mining <br /> operation. CCVGMC is replacing the AE Overlook with 2 other overlooks to provide the views and <br /> history to the public again. CCVGMC has already constructed and opened the Grassy Valley Mining <br /> Overlook to give a new view into a modern mining operation. CCVGMC is proposing the construction of <br /> the Little Grouse Overlook to provide a new walkable historic mining site and a new view of several <br /> mountain ranges. <br /> The current Little Grouse Overlook is a small parking lot just off of the shoulder of State Highway 67. <br /> Land <br /> CCVGMC owns all land involved. Land is zoned as CCMOD and A-1. There is one mineral right impacted. <br /> There are 5 adjacent land owners to notify. Seven and one half acres will be directly impacted by <br /> construction. <br /> Environmental Description <br /> The site lies in high altitude, relatively dry mountainous terrain. The site is characterized by rolling hills <br /> with peaks and valley. The elevation of the site starts at 9,430 feet and tops out at approximately 9,655 <br /> feet. <br /> Water features consist of seasonal surface water flows tributary to the Upper Arkansas River Basin. <br /> Soils in the area are generally characteristic of well drained mountain soil complexes found on slopes <br /> and exhibiting moderate to low water capacity, medium to rapid surface water runoff,and a <br /> susceptibility to water erosion. <br />
